About this file
This is a Quality Assurance Surveillance Plan (QASP) for a Performance Based Service Contract covering Building 20 & 24 Wall Panel Repairs. The QASP is a government-developed document designed to ensure the contractor performs in accordance with contract performance metrics, delivers quality services as specified, and that the government only pays for acceptable work received. The QASP applies to the contract and all subsequent task orders issued under it.
The Contracting Officer maintains ultimate responsibility for determining the adequacy of contractor performance and ensuring equitable treatment, while the Contracting Officer's Representative (COR) is responsible for technical administration and ensures proper government surveillance of contractor performance. The COR is not empowered to make contractual commitments or authorize changes. The identified QA surveillance items require the contractor to: submit a schedule of repair activities within 10 business days of notice to proceed; provide necessary equipment, fall protection, and a safety plan for approval; inspect metal wall panel locations for integrity and attachment to the building; provide a sample metal panel inspection report; and submit a final inspection report in PDF format at project completion. The COR shall conduct periodic inspections on a daily basis, typically by verifying appropriate conditions for materials and methods, and may document progress with photographs. The COR is responsible for maintaining a complete Quality Assurance file with all records retained for the life of the contract. Service standards must comply with those specified in the PR&C, commercial/industry standards, and military/government standards.
