This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) for subsistence items issued by the U.S. Army National Guard, Ohio (USPFO Activity).

The solicitation seeks a single-award, firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) contract for subsistence items with a total ceiling of $8,000,000 and a performance period of 60 months from date of award. The contract is designated as a Women-Owned Small Business (WOSB) set-aside with 100% reservation. The solicitation number is W9136426QA012, with an offer due date of 15 MAY 2026 at 10:00 AM. The contracting activity is the National Guard Bureau, Columbus, Ohio, with Amanda Britton serving as the contract specialist. Five ordering periods are specified, each spanning one fiscal year from October 1 through September 30 (2026-2027 through 2030-2031). Delivery is FOB Destination to W7NU USPFO ACTIVITY OH ARNG in Columbus. The acquisition is based on NAICS code 311999 with a size standard of 700 employees. Evaluation will be conducted using a lowest-price, technically-acceptable (LPTA) approach with three non-price factors: Facility Management, Products, and Management, plus Past Performance. All offers must receive acceptable ratings on technical and past performance factors before price evaluation. Offerors must be registered in the System for Award Management (SAM) and submit a completed FAR and DFARS 889 Representation Form with their offer. Quotes must remain valid for 60 days and shall be submitted by email to Amanda.L.Britton4.civ@army.mil with detailed narratives addressing the specific technical subfactors rather than merely restating solicitation requirements.
