About this file

This is a Standard Form 1449 solicitation for postal support services issued by the California Army National Guard (CAARNG). The solicitation (W912LA-25-Q-A014) seeks a Women-Owned Small Business (WOSB) contractor to provide postage services for a base period of 12 months with four additional 12-month option periods, from September 1, 2025, to August 31, 2030. The contract will support mailing and desktop PC/postage needs of the CAARNG, with services to be delivered to the CAARNG Element in Rancho Cordova, California.

The solicitation is conducted as a full and open competition using simplified acquisition procedures, with award to be made to the technically acceptable, lowest-priced, responsible offeror. Offers must be submitted electronically by email to the Contracting Officer, Curtis Alexander, by 12:00 PM Pacific Time on August 15, 2025. The evaluation will be based on two factors: technical information (acceptable/unacceptable) and price, with the total evaluated price calculated by summing all contract line item numbers (CLINs) and half of the optional CLIN 4001 price. The contract is set aside for Women-Owned Small Businesses, with a North American Industry Classification System (NAICS) code of 491110.

Addendum to Evaluation - Commercial Product and Commercial Services

ADDENDUM TO 52.212-2, EVALUATION-COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (Nov 2021)

Basis for Contract Award - This solicitation is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, FAR Part 13, Simplified Acquisition Procedures, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) and Army Federal Acquisition Regulation Supplement (AFARS). These regulations are available electronically at https://acquisition.gov /browse/index/far. The Government intends to award a single contract resulting from this solicitation to the technically acceptable - lowest priced, responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The government intends to award without discussions but reserves the right to do so, if necessary. Offerors are cautioned to ensure strict adherence to the Instructions to Offerors as contained in 52.212-1, Instructions to Offerors-Commercial Products and Services (2023), and its Addendum. Incomplete responses may be considered non-responsive to this solicitation and will not be evaluated for award. For the purposes of this solicitation, non-responsiveness refers to (but is not limited to): failure to follow submission procedures and format (as contained/described herein), and failure to provide a Unit Price and Extended Total/Amount for each Contract Line Item as required by this solicitation. The offer shall be compliant with the requirements as stated in the Performance Work Statement (PWS). Non-conformance with the instructions provided may result in an unfavorable evaluation.

Evaluation Process The following factor(s) shall be used to evaluate offers:

- Factor 1: Technical Information

- Factor 2: Price

Factor One: Technical Information Evaluation Factors: Offers will be evaluated for Technical Acceptability on an Acceptable/Unacceptable basis. To be considered for award, an Offeror's Technical Information must be rated Acceptable. Only Offers rated Technically acceptable will be evaluated for Price.

In order to be rated Acceptable, the Offeror must clearly demonstrate its approach to the following and how that approach will successfully comply with the requirements of this solicitation and PWS:

- Conformance with PWS Section 5;

Factor Two: Price The Government will verify unit prices and extended (CLIN) pricing is accurate as offered. Upon verification of CLIN prices, the Government will add all CLINs plus 1/2 of the price for CLIN 4001 (to account for the 52.217-8 price) to arrive at a Total Evaluated Price. Put another way, the formula for the Total Evaluated Price is as follows: 001 + 1001 + 2001 + 3001 + 4001 + (.5 * 4001) = Total Evaluated Price.

The Government expects adequate competition to assist in determining a fair and reasonable price. The Government reserves the right to request other than certified cost or pricing data to assist in determining a fair and reasonable price. Failure to provide realistic prices may result in an offer being rated unawardable on the basis that unrealistically low, or high, prices are an indication that the Offeror does not understand the requirements. The Government reserves the right to evaluate for unbalanced pricing. The presence of unbalanced pricing introduces risk to successful performance. If unbalanced pricing is present in an offer, the Government may reject the offer if the lack of balance poses an unacceptable risk to the Government.

The Government intends to award a single contract resulting from this solicitation to the technically acceptable - lowest priced, responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government.
