About this file
This is a Request for Quote (RFQ) issued by the Arizona Army National Guard for a Yellow Ribbon Reintegration Program event on December 7, 2025, in Phoenix, Arizona. The solicitation seeks a facility to host a one-day event for 500 total attendees, including 350 military adults, 100 adult family members, 15 teens, and 35 youth, with specific requirements for meeting spaces, catering, and logistical support.
The event requires a venue with multiple meeting rooms, including a main conference room with audiovisual equipment, separate youth and teen activity areas, and a community partner space. Catering must include breakfast and lunch for all attendees, with nutritious and vegetarian options. The contract is set aside for Women-Owned Small Businesses (WOSB), with a total estimated award amount of $40,000,000. Quotes are due by November 24, 2025, at 10:00 AM Arizona Time, with the contract estimated to be awarded by November 20, 2025. The solicitation emphasizes a firm-fixed price approach and the government's intention to award without discussions.

ADDENDUM TO 52.212-2

The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. II. BASIS OF AWARD- EVALUATION
Evaluation--Commercial Products and Commercial Services.
The Government intends to award a contract resulting from this solicitation to the responsible offeror (as determined within the meaning of FAR Part 9, paragraph 9.104), whose offer conforms to the solicitation and is determined to be the most advantageous solution to the Government, price and other factors considered. At minimum, the vendor must provide pricing in accordance with the instructions outlined in this solicitation. The vendor that provides the lowest price that can be determined both "fair and reasonable" and "realistic" by the Contracting Officer may be given additional consideration for awardee selection. However, the Government is under no obligation to do so. During the evaluation process the Contracting Officer will determine a "Total Evaluated Price" (TEP) for each responsive quote. The TEP is determined by totaling the amount of all line items identified in the offerors' quote. For the purposes of this evaluation, a price deemed too high while conducting the evaluation of the quote in accordance with FAR 13.106-3 are not considered "fair and reasonable".
The Government has the right to award without any discussions.
(a) The following factors shall be used to evaluate offers:
(i) Price - The price will be evaluated by the lowest aggregate sum of the items including any additional charges, etc. (Quote must be all inclusive)
(ii) Technical Capability/Acceptability - Technical capability is equal to price.
For the purposes of this evaluation, a vendors quote that is not consistence with market pricing may reflect a lack of understanding of the contract requirement or displays an undue risk inherent in the vendors approach may not be considered "realistic" unless the vendor can provide documentation showing their ability provide or meet the requirement, the clauses and provisions for this requirement are attached
