About this file
This is a Women-Owned Small Business (WOSB) Solicitation for Commercial Products and Services issued by the U.S. Army Corps of Engineers, Walla Walla District. The solicitation number is W912EF26QA070, with a basic contract period running from August 1, 2026, through February 28, 2027, followed by four optional one-year extensions. The Government seeks a single contractor to provide portable toilet rentals, vault toilet pumpouts, and septic tank pumpouts across three project pools: McNary Project Pool, Ice Harbor Project Pool, and Lower Monumental Dam Project Pool, all located in Franklin, Benton, and Walla Walla Counties, Washington.
The contract includes 32 base line items and 128 option line items covering services such as delivery and maintenance of regular and wheelchair-accessible portable toilets, weekly cleaning and resupply with toilet paper and deodorant blocks, pumping and removal of vault toilet contents, septic tank pumpouts, mobile trailer unit services at the Pasco Maintenance Shop, and emergency tip fees for overturned units. All services are priced on a firm fixed-price basis. Key performance requirements include weekly servicing of portable toilets to maintain sanitary conditions, 48-hour response time for overturned units, 1-3 hour emergency delivery response, and proper waste disposal at approved off-site locations. The contractor must meet quality assurance standards with 95% compliance for most services and 100% compliance for vault and septic pumpouts, with daily deductions of 1/30th of unit price for non-compliance. Contractors must be registered in SAM.gov, comply with E-Verify employment eligibility verification, meet OSHA and state safety standards, and provide 24/7 contact availability. Quotes are due within 30 days of solicitation issuance and must remain valid for 30 calendar days after the due date, with all shipping costs included in quoted prices. The set-aside is specifically for Women-Owned Small Businesses, with inquiries submitted through the ProjNet Bidder Inquiry system using key WU8786-3U8DN7.
