(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.

Section M - Evaluation Factors for Award

SECTION M EVALUATION-COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(Feb 2026) (Deviation 2026-O0038)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Technical Acceptability, and

Price

(b) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

ADDENDUM TO SECTION M (EVALUATION - COMMERCIAL ITEMS FAR 52.212-2)

FACTORS FOR AWARD

The Government intends to award a single Firm-Fixed-Price contract resulting from this solicitation. The Government will evaluate offers and make an award decision considering technical acceptability, price, and other information available to the Government, including past performance information obtained from CPARS or other sources.

The Government will evaluate offers based on two factors:

Factor 1 - Technical Acceptability, and

Factor 2 - Price

Past Performance is not an evaluation factor but will be reviewed as part of the Contracting

Officer's responsibility determination under FAR Part 9.

For an Offeror to be considered for award, the offer must receive an "Acceptable" rating for the non-price factor of Technical Acceptability. An offer receiving a rating of "Unacceptable" will not be eligible for award.

Factor 1 - Technical Acceptability

The Government will evaluate the Offeror's Technical Acceptability Submission on an

"Acceptable" or "Unacceptable" basis. To be rated , the quotation must clearlyAcceptable demonstrate all of the following:

Subfactor 1.1 - Technical Solution and Bill of Materials Compliance. The Offeror provides a complete bill of materials meeting the Monaco D-21 Version 2 and BT-XM brand-name system requirements; confirms compatibility with the required Monaco D-21 Version 2 and BT-XM system;

and provides written confirmation that the Offeror, or its identified subcontractor, has access to a Monaco-certified technician capable of performing the required installation, configuration, integration, testing, training, and Preventive Maintenance and Inspection services.

Subfactor 1.2 - System Testing, Acceptance, and Quality Control. The Offeror confirms its ability to conduct functional testing, database synchronization, redundant-server takeover testing, BT-XM test messaging, UPS and peripheral testing, and submission of required system test and as-built documentation.

Subfactor 1.3 - Management Approach, Staffing, and Schedule. The Offeror confirms its ability to designate a project manager, install and configure the primary and redundant D-21 servers, provide BT-XM system-integration support, comply with Government-furnished prerequisites, and complete the required work within the period of performance identified in the solicitation and PWS.

Subfactor 1.4 - Cybersecurity, RMF Baseline, and Security Compliance. The Offeror confirms its ability to comply with applicable PWS cybersecurity configuration, RMF support, installation-access, and security requirements.

Subfactor 1.5 - Training and Preventive Maintenance and Inspection Support. The Offeror confirms its ability to provide onsite operator and administrator training, required training materials and attendance roster, and one onsite Preventive Maintenance and Inspection visit approximately six months after Government acceptance, including the required PMI report.

Factor 2 - Price

The Government will evaluate the total overall price for completeness and to determine if it is fair and reasonable in accordance with FAR 12.204(a). The Government expects competitive quotes and will use those quotes to determine price reasonableness. If competitive quotes are not received, the Government reserves the right to utilize other methods available under the FAR.

Quoters shall provide complete pricing for all CLINs 0001-0003.

Completeness. Each Quoter is required to provide complete pricing for each contract line item (CLIN) identified. This section must be mathematically accurate and include all CLINs.

Unbalanced Pricing. The Quoter shall ensure the pricing of contract line items are not significantly over or understated, which may increase performance risk or result in unreasonably high prices.

Total Evaluated Price. The Government will evaluate quotations for award purposes based on the total evaluated Firm-Fixed-Price, which is the sum of CLINs 0001 through 0003. The Government may determine that a quotation is unacceptable if CLIN pricing is materially unbalanced, significantly overstated, or significantly understated such that it creates unacceptable performance risk or results in an unreasonable price.

Responsibility Determination (Not an Evaluation Factor)

Prior to award, the Government reserves the right to conduct a responsibility determination in accordance with . As part of this determination, the Government may review past FAR Subpart 9.1 performance information for the apparent successful offeror from sources such as CPARS and the Supplier Performance Risk System (SPRS) to assess performance risk. An offeror without a record of relevant past performance will not be evaluated favorably or unfavorably.
