Solicitation Summary

This is a Standard Form 1442 Solicitation, Offer, and Award document (W9128F26QA029) issued by the U.S. Army Corps of Engineers, Omaha District, for the procurement of a Hydraulic Vertical Lift Gate at Fort Peck Dam in Montana. The solicitation is structured as a sealed bid (IFB) with quotations due by April 17, 2026, at 2:00 PM CST to the COE FT Peck Project Office. The contract type is Firm Fixed Price, and the NAICS code is 238990 (other specialty trade contractors) with a small business size standard of $19,000,000. All work must be completed on or before April 30, 2027, with a ten-day notice to proceed requirement and a 365-day completion window.

The solicitation includes three contract line items: (1) furnish the hydraulic vertical pivot gate and associated supplies/materials; (2) labor and equipment for installation; and (3) mobilization and demobilization services. Performance and payment bonds are required. The Government will evaluate quotes based on three factors—technical capability (meeting specifications), past performance (two references of similar projects within five years), and price—with technical and past performance weighted more heavily than price. Quotations must include a 60-day minimum acceptance period. The Government is exempt from state and local taxes (Tax ID 62-1642142). An organized site visit is scheduled for March 31, 2026, at 10:00 AM Mountain Time at the Fort Peck Administrative Building. Offerors must register in SAM and provide a Unique Entity ID before award. The contractor must procure specified insurance coverage including workers' compensation ($100,000), general liability ($1,000,000 per occurrence), and automobile liability ($200,000 per person) if applicable.
