The survey equipment must include Global Navigation Satellite System(GNSS) and Internet Base Station Service (IBSS) Survey capabilities; these are required to determine known points and tie the survey data into a coordinate system regardless of radio and network connectivity. The Trimble R980 GPS-enabled system is required to enable interaction with digital design platforms for fluid transfer of data between military and civilian entities. Using another program would negatively impact operational effectiveness due to the time and effort required to manually transfer data between systems. The system must operate on 450 MHz, 900 MHz, and LTE bands to provide engineer survey and design teams flexibility in austere construction environments. The internal storage capacity must be at least 9GB to support remote projects requiring large data storage and processing. Additionally, purchase of a system meeting these requirements will provide the necessary longevity for equipment use across the Division.

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Basis for Award. The Government will award a single firm-fixed-price contract using the Lowest Price Technically Acceptable (LPTA) process to the responsible quoter submitting the lowest-priced, technically acceptable quotation.
Evaluation Factors. Quotations will be evaluated as follows:
Technical Acceptability. The quotation must meet all material solicitation requirements and will be rated Acceptable or Unacceptable. To be rated Acceptable, the quoter must provide:
a. The required Trimble R980 Model 50 GNSS Survey System and all required associated components on a brand-name, no-substitutions basis;
b. All required CLIN quantities, accessories, software licenses, radios, rover kits, and rechargeable batteries;
c. Equipment that meets the required GNSS, Internet Base Station Service, operating-band, internal-storage, and interoperability requirements;
d. New, unused, factory-sealed equipment with current stable firmware, activated licenses, and fully assembled, field-ready configurations;
e. A five-year warranty and premium support plan for all required equipment and system components; and
f. FOB Destination delivery to Fort Stewart, Georgia, by the required delivery date.
Price. The Government will evaluate the total firm-fixed price for all required CLINs. The evaluated price must include all equipment, accessories, licenses, warranty/support, packaging, shipping, and delivery costs.
Evaluation Process. The Government may evaluate quotations in order of lowest total evaluated price. The Government will evaluate the lowest-priced quotation for technical acceptability. If that quotation is rated Acceptable, the Government may make award without evaluating higher-priced quotations. If it is rated Unacceptable, the Government may evaluate the next lowest-priced quotation.
There will be no tradeoff between price and technical acceptability. A quotation that exceeds the minimum technical requirements will receive no additional evaluation credit. The Brand Name Specification Sheet requires five-year warranty coverage and premium support for the required system components.
(b) . The Government will evaluate offers for award purposes by adding Options (if applicable) the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) . A written notice of award or acceptance of an offer furnished to the Notice of award successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
