About this file
This is a FAR Part 12 Brand Name Justification and Approval document for a sole-source procurement of GPS-enabled survey equipment by the U.S. Army.
The 3rd Infantry Division (3ID) Engineers at Fort Stewart, Georgia requires nine (9) GPS-enabled survey equipment sets comprising GPS Survey Base Kits, GPS Survey Rover Kits, and rechargeable batteries (36 total). The procurement is being conducted as a firm-fixed-price commercial acquisition under Title 41 U.S.C. 1901 and FAR 12.201-1 using simplified acquisition procedures, with Fiscal Year 2026 Operations and Maintenance, Army (OMA) funds. The estimated contract value is $898,650.00. The requiring activity is justifying a sole-source award to Trimble Inc. for the Trimble R980 GNSS receiver system based on technical and operational interoperability requirements. The 3ID Engineers' existing infrastructure is standardized on Trimble Business Center (TBC) Enterprise Edition (Version 5.80 or higher) software and Trimble Access field controller systems. The justification identifies three critical incompatibilities with competitor systems (Leica GS18 T and Topcon HiPer VR): data schema incompatibility preventing direct ingestion of non-Trimble files into TBC architecture, inability to communicate natively with the existing CMRx/Trimble RTX base station correction network, and stripped proprietary metadata during format conversion. Market research conducted August 7-12, 2026 included a GSA eBuy RFI (RFI1828696) and a Sources Sought notice (PANMCC-26-P-0000050985) posted to SAM.gov; three sources responded to Sources Sought but zero quotes were submitted for the RFI. The Contracting Officer (MSG Keandre Malone) approved the justification on September 11, 2026, citing substantial cost duplication ($110,000 in additional software licensing, estimated 6-9 month mission delays, and significant retraining requirements) if alternative brands were procured.

FAR Part 12 Brand Name Justification and Approval
1. Requiring Activity: 3ID Engineers, 3rd Infantry Division, Fort Stewart, GA
2. Contracting Activity: U.S. Army Mission and Installation Contracting Command (MICC)-Fort Stewart, 976 William H. Wilson Ave, Bldg. 621 Fort Stewart Ga, 31314.
3. Description of Action: The 904th Contracting Battalion, MICC-Fort Stewart, intends to award a new firm-fixed-price (FFP) contract for commercial survey equipment. The procurement will be conducted using the simplified acquisition procedures for commercial products and commercial services authorized by Title 41 U.S.C. 1901 and implemented by FAR 12.201-1. Fiscal Year 2026 Operations and Maintenance, Army (OMA) funds will be utilized.
4. Description of Supplies/Services: DIVENG requests the purchase of nine (9) GPS-enabled survey equipment sets to support engineering survey and design operations within the 3ID Engineers. The 3rd Infantry Division Engineering assets are standardized on Trimble Business Center (TBC) software and Trimble Access field controller operating systems. Procuring non-Trimble GNSS receivers would introduce critical technical failure points that directly impact tactical mission execution.
1. Data Schema Incompatibility: Non-Trimble hardware generates raw survey observation files in native formats that cannot be directly ingested by the existing 3ID TBC architecture. Standard open-format conversion files (such as .RINEX or .LandXML) strip proprietary tilt-compensation metadata, real-time kinematic (RTK) sensor records, and quality control metrics.
2. Mission Critical Latency: Processing non-Trimble data requires manual, multi-step third-party format translation. This adds an estimated 3 to 4 hours of processing delay per tactical survey mission, directly degrading unit operational tempo during time-sensitive tasks such as route reconnaissance, obstacle emplacement, and rapid runway repair surveys.
3. Hardware Protocol Mismatch: The existing 3ID tactical base station network and radio links broadcast corrections utilizing Trimble's proprietary CMRx / Trimble RTX format. Non-Trimble receivers cannot natively decode these signals under tactical field conditions.

5. Authority Cited: Simplified acquisition procedures for Commercial Products and Commercial Services, Title 41 U.S.C. 1901 as implemented by FAR 12.201-1 and FAR
12.102 (DFARS Class Deviation 2026-O0028).
6. Reason for Authority Cited: The 3ID Engineers require highly precise, ruggedized, and fully interoperable geomatics equipment capable of integrating directly with existing Division-wide engineering systems. Only the Trimble R980 meets the mandatory technical, operational, and interoperability requirements necessary to maintain survey accuracy, data integrity, system compatibility, and mission continuity across 3ID.
a. Background: The requested survey equipment must interface natively, securely, and seamlessly with the Division's pre-existing tactical engineering software and communications infrastructure, specifically Trimble Business Center (TBC) Enterprise Edition (Version 5.80 or higher) and Trimble Access field software. These existing host systems utilize proprietary data schemas, including the. job binary database structure and the .jxl XML data exchange format, as well as the proprietary CMRx wireless broadcast protocol for real-time kinematic (RTK) corrections. Third-party manufacturers (such as Leica Geosystems and Topcon Positioning) cannot modify their Commercial Off-The-Shelf (COTS) equipment or firmware to achieve native compatibility because these schemas, formats, and protocols are the restricted intellectual property of Trimble Inc., which does not license or publish software development kits (SDKs) to its commercial competitors. Consequently, third-party interoperability could only be achieved through unvalidated, reverse-engineered translation middleware. This would introduce unrecoverable data corruption risks, strip vital sensor metadata (including calibration-free IMU tilt-compensation records), and require custom developmental engineering. Attempting such custom modifications would defeat the statutory mandate of commercial acquisition under FAR Part 12 and impose an unrecoverable financial and schedule burden on the government.
b. Alternatives: Market research included reviews of Leica, Topcon, and other GNSS manufacturers, as well as a GSA eBuy RFI (RFI1828696). As detailed in Section 9, no vendor submitted a quote capable of meeting mandatory interoperability and multi-band requirements, making full and open competition infeasible.
c. Impact if justification is not approved: Failure to approve this justification will prevent the Division from acquiring interoperable survey systems. In accordance with FAR 6.302-1(a)(2)(ii), procurement of an alternative brand would result in substantial duplication of cost and unacceptable mission delays:
1. Software License Duplication: To utilize a competitor's hardware, the government would be required to purchase alternative processing software (such as Leica Infinity or Topcon MAGNET Office), totaling an estimated $110,000 in unprogrammed software procurement.
CUI//SP-PROCURE//FEDCON
2. Retraining Costs: Standardizing soldier-surveyors on a non-Trimble system would require approximately hours of technical retraining, representing an estimated loss of in training man-hours.
3. Unacceptable Mission Delay: Retraining and testing a mixed-fleet architecture would delay Full Operational Capability (FOC) of the 3ID Engineer survey sections by an estimated 6 to 9 months.
7. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.101. The brand-name restriction will be identified in the applicable notice and solicitation. Competition will be sought among all responsible sources capable of providing the required Trimble R980 brand-name equipment.
8. Actions to Increase Competition: The requiring activity and contracting office will continue monitoring the market for emerging technologies and open-standard geomatics solutions. If future systems resolve current interoperability limitations, competitive procurement methods will be used for subsequent requirements.
9. Market Research: Market research was conducted from 07 August 2026 through 12 August 2026. A GSA eBuy RFI (RFI1828696) was issued and a Sources Sought notice (PANMCC-26-P-0000050985) was posted to SAM.gov. Three responses were received to the Sources Sought, and zero quotes were received for the RFI. A side-by-side technical evaluation determined that alternative systems from Leica and Topcon do not meet the government's minimum needs.
