About this file

This is a Request for Proposal (RFP) and Solicitation/Contract/Order for Commercial Products and Commercial Services for High-Definition (HD) Television Content and Distribution Services at General Leonard Wood Community Hospital (GLWCH) in Fort Leonard Wood, Missouri.

The Government seeks a single Firm-Fixed-Price (FFP) contract for provision of a core set of channels (not to exceed 40 channels total), all required reception and distribution equipment for IPTV delivery, professional installation, configuration, and ongoing technical support and maintenance. The contract structure includes a 12-month Base Period (Item 0001: Monthly Service Charge; Item 0002: One-Time Installation) with four optional 12-month extension periods (Items 1001, 2001, 3001, and 4001). The potential contract duration spans 60 months (August 31, 2026 through August 30, 2031). All pricing must be submitted on a firm-fixed-price basis, with monthly service rates and one-time installation costs broken out separately as CLINs. The solicitation is set aside for Women-Owned Small Businesses (WOSB), and the NAICS code is 517111 with a size standard of 1,500 employees. The solicitation number is W911S726RA018, issued August 13, 2026, with an offer due date of August 20, 2026 at 4:00 PM. Award will be made to the lowest-priced, technically acceptable offeror using a simplified Lowest Price Technically Acceptable (LPTA) evaluation process based on a Statement of Capabilities (Volume I, maximum 5 pages) and Price Proposal (Volume II). Offerors must demonstrate technical capability to deliver 40 unencrypted HD IP streams using H.264 or H.265 codecs via UDP, RTP, or SRT protocols to the Government's Kraken IPTV transcoders, with direct sourcing of local broadcast affiliates and confirmation that all licensing and retransmission rights are included in the price. Additionally, offerors must confirm compliance with hospital safety standards including Infection Control Risk Assessment (ICRA) requirements and fire-stopping protocols for physical cabling installation from the roof-mounted satellite dishes to the basement equipment room.

SECTION M - EVALUATION FACTORS FOR AWARD

1.0 Evaluation Process and Methodology

1.1 Source Selection Method (LPTA)

The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal represents the Lowest Price Technically Acceptable (LPTA) solution.

Proposals will first be reviewed for completeness and conformance to the instructions to offerors.

The Government will evaluate the Statement of Capabilities (Volume I) on an Acceptable / Unacceptable basis to determine whether the offeror has demonstrated that they can perform the requirements as stated in the PWS.

Past performance is not an evaluation factor. No formal technical evaluation board will be utilized; the Contracting Officer (or designated representative) will perform the evaluation.

Price proposals (Volume II) will be evaluated for mathematical accuracy, completeness, and price reasonableness.

Award will be made to the lowest-priced proposal that receives an "Acceptable" rating on the Statement of Capabilities.

1.2 Capability Ratings

The Statement of Capabilities will be evaluated and assigned one of the following ratings:

Rating Description

Acceptable The Statement of Capabilities demonstrates that the offeror meets the minimum requirements of the Performance Work Statement (PWS) and the solicitation instructions.

Unacceptable The Statement of Capabilities fails to demonstrate that the offeror meets the minimum requirements of the Performance Work Statement (PWS) or the solicitation instructions.

An offeror must receive a rating of "Acceptable" to be eligible for award

2.0 Evaluation Criteria

2.1 Statement of Capabilities Evaluation (Volume I)

The Government will evaluate the Statement of Capabilities to verify that the offeror has demonstrated the ability to meet the mandatory requirements of the PWS:

Unencrypted Signal Delivery: The offeror confirms and describes a viable method of delivering forty (40) continuous, HD, unencrypted IP streams to the Government Media Switch, ensuring that no commercial encryption (such as Pro:Idiom, Verimatrix, or BISS) is present at the handoff.

Codec Compatibility: The offeror confirms that streams will utilize UDP, RTP, or SRT protocols with H.264 or H.265 compression codecs, making them natively compatible with the Government's Kraken IPTV transcoders.

Physical Pathway & Cabling: The offeror confirms they can execute the physical cabling run from the 4th-floor roof to the basement rack room (30-foot vertical run).

Clinical Safety Standards (ICRA): The offeror explicitly agrees to comply with ICRA dust-containment/HEPA-vacuum requirements, fire-stopping protocols for wall/ceiling penetrations, and off-hours coordination.

Out-of-Scope Exclusion: The offeror does not propose, assume, or price any downstream equipment (set-top boxes, in-room televisions, or hospital network configurations).

2.2 Price Evaluation (Volume II)

Price proposals will be evaluated for:

3.

Completeness and Accuracy: Verification that all CLINs are priced fully, with accurate calculations of monthly rates multiplied by 12 months for each period.

Price Reasonableness: Comparison of proposed prices with competition, historical pricing, or the Independent Government Cost Estimate (IGCE) in accordance with FAR 15.404-1.

Total Evaluated Price (TEP): The TEP will be calculated as follows: by combing the price for the Base and all Option Years.

Evaluation of Options does not obligate the Government to exercise the Options.

(b) . The Government will evaluate offers for award purposes by adding Options (if applicable) the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) . A written notice of award or acceptance of an offer furnished to the Notice of award successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
