Performance Work Statement (PWS)
Television Content and Distribution Services
General Leonard Wood Community Hospital (GLWCH)
1.0 Introduction and Background
General Leonard Wood Community Hospital (GLWCH) requires reliable, high-definition (HD) television content services for the main hospital located at 4234 Illinois Avenue, Building 351, Fort Leonard Wood, Missouri 65473. These services are essential for maintaining situational awareness of current events, providing critical information, and supporting the morale and welfare of patients and hospital personnel.
This Performance Work Statement (PWS) outlines the requirements for a contractor to provide a complete, turnkey solution for commercial television programming reception, signal conversion, and delivery to the government-owned network edge.
2.0 Scope of Work
The contractor shall provide all necessary personnel, supervision, equipment, materials, transportation, licenses, and retransmission rights necessary to deliver continuous, high-definition (HD) commercial television programming to the GLWCH television distribution system.
The scope of this contract is strictly limited to the reception, decryption (at the contractor's headend), and delivery of unencrypted IP streams to the Government-owned Media Switch.
In-Scope: Provision of a core channel lineup (not to exceed 40 channels), contractor-furnished headend and reception equipment (such as satellite dishes, commercial integrated receiver-decoders, IP gateways), and the physical/logical delivery of unencrypted IP streams to the designated demarcation point.
Out-of-Scope: The contractor is not responsible for building-wide IP multicast routing, internal network switches, set-top box (STB) configuration, or the maintenance/cabling of Government-owned televisions. Internal distribution is fully managed by the Government via an existing Haivision IPTV platform.
3.0 Specific Requirements
3.1 Television Programming and Content
The contractor shall provide a continuous, reliable feed of television programming that meets the minimum requirements below.
3.1.1 Channel Lineup
The contractor shall provide a channel lineup not to exceed forty (40) channels.
All local broadcast affiliate channels must be sourced directly by the contractor (there is no over-the-air [OTA] antenna system available on-site). The lineup shall include, at a minimum, the following categories and representative channels (or Government-approved equivalents):
Major National News: CNN, Fox News, MSNBC, BBC World News.
Financial News: CNBC, Bloomberg Television.
Local News: All local broadcast affiliate channels (ABC, CBS, NBC, FOX).
Weather: The Weather Channel.
National Sports: ESPN, ESPN2, FS1.
General Entertainment: A selection of popular cable networks such as USA, TNT, TBS, and A&E.
3.1.2 Signal Quality
All channels shall be delivered in High-Definition (HD) quality, defined as a minimum resolution of 720p or 1080i, utilizing H.264 (MPEG-4 AVC) or H.265 (HEVC) video compression codecs to ensure native compatibility with Government-owned decoders.
3.1.3 Licensing, Copyrights, and Fees
The contractor is solely responsible for obtaining and maintaining all commercial broadcast, retransmission, copyright, and licensing fees associated with providing the content to an institutional/hospital environment. These costs shall be fully incorporated into the firm-fixed-price (FFP) of the contract.
3.2 Technical Architecture and Demarcation Point
3.2.1 Government-Owned IPTV Infrastructure (For Information Only)
The Government distributes television content internally using a fully IP-based Haivision IPTV Solution. The Government-owned system comprises the following components:
Core & Edge Switches: Enterprise IP switches configured to support multicast routing (IGMPv2/v3).
Kraken IPTV Transcoders: Three (3) transcoders used to ingest, transcode, and adapt incoming streams.
Haivision Media Gateway & Media Platform: Enterprise-grade middleware to manage channels and stream distribution.
Play2000 Set-Top Boxes (STBs): Eighty-six (86) Haivision 135 S-PLAY-2000-C STBs connected to televisions via HDMI.
Televisions: Eighty-six (86) commercial/consumer-grade TVs (mix of LG, Samsung, and other brands) distributed across 52 Patient Rooms, 29 Waiting Rooms, and 5 On-Call Rooms.
3.2.2 Demarcation Point
The logical and physical demarcation point is the input ports of the Government-owned Media Switch. The contractor shall deliver all channel streams to this point via a physical Fiber-optic Single-mode as the primary and preferred or Multi-mode if it is a system requirement. The contractor's equipment and incoming connection will reside strictly outside of the GLWCH/MEDCOI (Medical Department Common Operating Infrastructure) network boundary.
3.2.3 Strict "Unencrypted Stream" Delivery Requirement
To ensure compatibility with the Government-owned Haivision headend, all video and audio streams must be delivered to the Demarcation Point as UNENCRYPTED IP streams.
Definition of Unencrypted: Streams must be "clear" IP multicasts or unicasts (utilizing UDP, RTP, or SRT protocols). They must not contain any digital rights management (DRM), conditional access system (CAS) encryption, or proprietary encryption schemes—including but not limited to Pro:Idiom, Verimatrix, or
BISS.
Technical Rationale: The Government's Haivision Kraken transcoders and Media Gateway cannot ingest or decrypt proprietary commercial encryptions. If the contractor utilizes a commercial provider (e.g., DirecTV or DISH) that encrypts satellite signals, the contractor must furnish, install, and maintain the necessary decryption hardware (e.g., commercial integrated receiver-decoders, Vantiva/COM3000 blades, or equivalent clear-QAM/IP gateways) in their headend rack to completely strip the encryption before the handoff to the Government's Media Switch.
Failure to Comply: Delivery of encrypted streams that cannot be natively processed by the Haivision system without additional Government-funded decryption equipment shall be grounds for immediate system rejection and contract termination for default.
3.3 Contractor-Furnished Equipment (CFE) and Installation
3.3.1 Headend and Reception Equipment
The contractor shall provide, install, and maintain all equipment necessary to receive commercial signals and deliver them as unencrypted IP streams.
All contractor-provided equipment (e.g., satellite dishes, receivers, decoders, IP transmodulators, and firewalls) shall remain contractor-owned and contractor-maintained for the life of the contract.
The contractor may install an enterprise security gateway/firewall to facilitate remote diagnostics, monitoring, and troubleshooting. This remote access must tunnel directly to the contractor’s operations center through the Media Switch and remain completely outside the GLWCH/MEDCOI boundary.
3.3.2 Physical Installation Constraints and Pathways
No Coaxial Infrastructure: GLWCH is a modern facility with zero existing coaxial distribution cabling. All internal distribution is strictly IP-based.
Cable Pathway Responsibility: If a satellite dish is proposed, it must be installed on the building roof (4th floor). The headend/Radio room is located 30 ft.
below on the 4th floor.
The contractor is completely responsible for furnishing and installing the physical cable runs (coaxial, copper, or fiber) between the roof-mounted dish to the 4th floor radio room and down to the headend/equipment rack room located in the basement.
The Government will provide access to existing cable pathways, vertical risers, and patch panels where single-mode fiber is available for utilization.
Hospital Construction & Safety Standards: Because GLWCH is an active clinical environment, the contractor must strictly adhere to the following facility rules during installation:
Infection Control: Contractor must comply with all Infection Control Risk Assessment (ICRA) requirements, including utilizing containment tents and HEPA vacuums when penetrating walls or ceiling tiles.
Fire-Stopping: Any penetrations through fire-rated barriers, walls, or floors must be sealed using approved fire-stopping materials.
Work-Hour Restrictions: Any disruptive work (drilling, pulling cable in patient corridors) must be scheduled in advance with the Government POC and may be restricted to non-business or evening hours.
Site Survey: No pre-proposal site surveys will be conducted. Offerors must budget installation costs based on a 30 ft. vertical run from the 4th floor roof to the 4th floor headend/Radio room.
3.3.3 System Acceptance
Upon completion of the installation, the contractor shall conduct a joint inspection and testing phase with the Government POC. System acceptance is contingent upon:
Verifying that the continuous feed of all 40 requested channels is present at the demarcation point.
Confirming via network analysis that all 40 streams are unencrypted IP multicasts/unicasts (UDP/RTP/SRT) in HD resolution.
Successfully displaying a representative sample of channels on the Government-owned televisions via the Haivision controllers to verify end-to-end signal flow.
(The contractor is only responsible for signal delivery up to the Media Switch, the Government will handle internal distribution mapping).
3.4 Maintenance and Technical Support
The contractor shall provide ongoing maintenance and technical support to ensure service continuity.
3.4.1 Technical Support Contact
The contractor shall provide a toll-free telephone number (or Government-approved equivalent) for technical support, available 24 hours a day, 7 days a week, to report service outages or equipment malfunctions.
3.4.2 Service Restoration
In the event of a service outage, the contractor shall begin remote troubleshooting efforts within four (4) hours of notification.
The contractor shall fully restore service within twenty-four (24) hours of notification.
If a hardware failure in the contractor's headend causes or contributes to the outage, the contractor must repair, replace, or implement a temporary workaround within twenty-four (24) hours to restore the programming feed.
3.4.3 Equipment Repair/Replacement
The contractor shall repair or replace any failed contractor-provided equipment within forty-eight (48) hours of notification at no additional cost to the Government.
