This is a Request for Quotation (RFQ) for LED signage procurement and installation services for the U.S. Army Garrison Fort Leonard Wood, Missouri. Solicitation number W911S726QA006 is a 100% Women-Owned Small Business (WOSB) set-aside under simplified acquisition procedures for commercial products and services. The offer due date is September 22, 2026, at 4:00 PM local time, with the solicitation issue date of September 15, 2026. The requirement encompasses the design, fabrication, installation, and five-year support of two outdoor, double-sided, full-color LED digital displays at Nutter Field House (Replacement Avenue) and Army Community Service (ACS) facility (Iowa Avenue). Four contract line items (CLINs) are structured as firm fixed-price: CLIN 0001 and 0003 cover LED cabinet design/fabrication for each location, while CLINs 0002 and 0004 cover installation, removal/disposal of existing equipment, and transition services. The scope includes industrial-grade cellular modems with five-year contractor-funded data plans, cloud-based Content Management System licensing (perpetual or five-year prepaid), removal and lawful disposal of existing signs, electrical coordination, user training for up to six personnel, and comprehensive handover documentation. Quoters must submit three volumes: Volume I (pricing and certifications), Volume II (technical approach addressing sign design/fabrication/integration, installation/removal/disposal/transition planning, and compliance/security/data protection), and Volume III (past performance with three recent references from the past three years). Technical proposals must demonstrate compliance with Fort Leonard Wood security protocols, including OPSEC, Antiterrorism Level I, and iWatch training. Award will be made to the technically acceptable offeror with the lowest evaluated price; if three or fewer quotes are received, all will be evaluated for technical acceptability; if more than three quotes are received, only the three lowest-priced quotes will be evaluated technically. Inspection and acceptance occurs at Fort Leonard Wood with DoDAAC W90GZW, and payment will be made through Wide Area Workflow (WAWF) in accordance with DFARS 252.232-7006.

This section provides general guidance for preparing quotes in regard to format and content. Each volume shall be complete in itself. To ensure timely and equitable evaluation of quotes, Quoters must follow the instructions contained herein; all requirements specified in this solicitation are mandatory. 4.0 Specific Quote Instructions

To ensure timely and equitable evaluation, Quoters must follow the instructions contained herein.

The quote must be complete, stand-alone, and respond directly to the requirements of this solicitation. Each Quoter shall submit its quote structured across three (3) distinct volumes as follows:

Volume I - Contracting & Pricing

Volume II - Technical Aspects

Volume III - Past Performance

4.1 Volume I - Contracting & Pricing

4.1.1 Instructions

The Contracting Officer (KO) has determined there is a high probability of adequate price competition in this acquisition. Upon examination of initial quotes, the KO will review this determination; if, in the KO's opinion, adequate price competition exists, no additional cost information will be requested. However, if at any time during this acquisition the KO determines that adequate price competition no longer exists, Quoters may be required to submit information other than certified cost or pricing data to the extent necessary for the KO to determine price reasonableness. Volume I shall be organized into two (2) separate tabs as follows:

Tab 1: Solicitation and Pricing Schedule

- Schedule of Supplies/Services: The Quoter shall complete the Schedule of Supplies/Services (Section B) of the RFQ and submit it within Volume I. A unit price shall be quoted and inserted for each Firm-Fixed-Price (FFP) Contract Line Item Number (CLIN) for each performance period and shall be rounded to two decimal places. The extended amount must equal the unit price multiplied by the number /quantity of units. Proposed prices shall be based on the Quoter's own technical approach and the Government's SOW requirements set forth herein. Quoters who alter or change the quantities stated in the solicitation will render their quote ineligible for award. The Quoter shall submit only pricing information that will be evaluated for award or become part of the resulting contract. Equipment, hardware, software licensing, labor, travel, shipping, General and Administrative (G&A) expenses, and profit/fee shall be fully integrated into the unit prices for each CLIN listed in the Schedule of Supplies/Services.

- Representations and Certifications: Complete the necessary fill-ins, certifications, and provisions. The Quoter shall complete only paragraph (b) of the provision at FAR 52.212-3 if the Quoter has completed annual representations and certifications electronically via the System for Award Management (SAM) website. If the Quoter has not completed annual representations and certifications electronically in SAM, the Quoter shall complete paragraphs (c) through (v) of FAR 52.212-3 and return it along with the quote.

Tab 2: Standard Form 1449 and Amendments

- The Quoter shall submit a signed copy of the SF 1449 executed by an individual legally authorized to bind the Quoter, with Blocks 17 and 30 completed; in doing so, the Quoter accedes to all contract terms and conditions as written in the solicitation with all attachments.

- In the event that any amendments (SF 30) to the solicitation are issued, an acknowledged/signed copy of each SF 30 shall be placed before the solicitation in order, starting with the most recent amendment issued.

4.2 Volume II - Technical Aspects

Each Quoter shall submit a Technical Volume with its quote IAW the format and subfactors detailed below. Quoters are cautioned that the Government will evaluate only the data provided in this volume. By submission of its quote, the Quoter represents that it will perform all requirements specified in the solicitation and SOW. It is neither necessary nor desirable to simply declare compliance. Do not merely reiterate the objectives or restate the SOW requirements. The Quoter shall address its specific proposed approach to meeting the minimum performance and capability requirements of each technical subfactor. Marketing presentations are not acceptable and will not be evaluated. Hard, convincing, and compelling evidence of technical capability and methodology is required. Volume II shall be organized into the following three (3) subfactors:

4.2.1 Subfactor 1 - Technical Approach to Sign Design, Fabrication, and Integration

The Quoter shall describe in detail its technical methodology, engineering approach, and manufacturing capabilities to design, fabricate, and integrate the LED sign systems. At a minimum, the Quoter shall provide:

2. Cellular Hardware & Secure Network Integration: Detailed description of the industrial grade, carrier-unlocked cellular modem/router hardware integrated into each cabinet, along with the architecture for establishing secure VPN or private Access Point Name (APN) communication IAW Section 4.1.1.1 of the SOW.

3. Content Management System (CMS): Complete information demonstrating a cloud-based CMS meeting all licensing, compatibility, and media requirements of Section 4.1.1.2 of the SOW. The narrative shall confirm lifetime or fully prepaid five-year licensing and support for a minimum of five

(5) unique user accounts with role-based access control (RBAC), operable without local client software.

4. Environmental Durability & Maintainability: Narrative demonstrating how the proposed equipment ensures long-term reliability, front-serviceability, maintainability, and display performance (including required rows of text and graphic formats) under the outdoor environmental conditions experienced at Fort Leonard Wood, MO.

4.2.2 Subfactor 2 - Installation, Removal/Disposal, and Transition Plan

The Quoter shall provide a comprehensive operational plan detailing site execution, equipment handling, and transition. At a minimum, the plan shall include:

Award will be made to the technically acceptable offeror with lowest evaluated price who is deemed responsible and whose proposal conforms to the solicitation requirements. This acquisition and source selection will use RFO FAR part 12, including the agency having the right to enter negotiations, if necessary. The solicitation requirements include all stated terms, conditions, representations, certifications, and all other information required by this solicitation. Unless specifically identified in your quote, by submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications and technical requirements, in addition to those identified as evaluation factors or sub factors. Failure to meet a requirement may result in a proposal being determined ineligible for award. It is the Government's intent to evaluate proposals and award a contract IAW simplified acquisitions procedures listed in RFO FAR part 12. The initial proposal should contain your best terms; however; the Government reserves the right to conduct exchanges if determined necessary by the Contracting Officer to resolve issues such as technical, past performance, or price, or deal with contract documentation including any other matter in the evaluation process. The contracting officer reserves the right to award a contract without the opportunity to revise proposals.

1.0 Evaluation Process. The Government may consider, throughout the evaluation, the "correction potential" of any quote. The judgment of such "correctional potential" is within the sole discretion of the Government. If any aspect of an offeror's proposal does not meet the Government's requirements and is not considered correctable, the offer may be ineligible for award. The Government may determine one or a few offerors have the highest potential to provide the best value to the Government. All technically acceptable quotes shall be treated equally except for their cost/price record. Only quotes rated technically acceptable are eligible to receive an award. The government reserves the right to make a determination to award without negotiations or enter negotiations.

1.1 Quotes. The Government will rank quotes based on an initial assessment of offeror's total evaluated prices, followed by a full evaluation of Technical Acceptability, Past Performance Acceptability, and Price Reasonableness as follows:

1.2 Technical Evaluation. If the Government receives three (3) or fewer quotes all quotes will be evaluated for Technical Acceptability. If the Government receives three (3) or more quotes the Government will only select the three (3) lowest priced quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional proposals for technical acceptability if in the Government's best interest. If additional quotes are evaluated for technical acceptability they will be selected in the order of total evaluated price.

1.3 Acceptability Ratings. The evaluation factors listed below will be evaluated and receive one of the following ratings:(i) Acceptable - The proposal clearly meets the minimum requirements of the solicitation.(ii) Unacceptable - The proposal does not clearly meet the minimum requirements of the solicitation.1.4 Evaluation of Factors. Only technically acceptable proposals are eligible for award. The Government will evaluate the proposals, selected in paragraph 1.2, for technical acceptability on an Acceptable/Unacceptable basis. For the technical proposal to be rated as "Acceptable", all technical sub factors must be rated acceptable. If any technical sub factor is rated "Unacceptable", the overall proposal will be rated as "Unacceptable". Each proposal will be evaluated under the following evaluation factors:
