1.02 Scope.

A. This Statement of Work (SOW) defines the effort required for repairing the transformer at substation 1A2 through resealing and re-gasketing. Removing roughly 420 gallons of oil to clean the totes. The bushings shall be disassembled as required to re-gasket. Refill the transformer with the required oil, roughly 420 gallons. Complete the repair, inspection and sealing of the transformer.

B. The transformer shall undergo several tests after the repair is complete, including TTR testing, insulation resistance, winding resistance, oil samples, and doable power factors. Tests shall include analysis of findings and transformer condition.

1.03 Existing Conditions.

A. The 1A2 substation is fed from MV Switchgear with two (2x) 13.2kV section switches (N & S).

The section switches are located in a sectionalized outdoor enclosure. Each section switch is connected to site power distribution Loop #1 via bottom entry, 3-phase cable in two parallel circuits (A&B). The section switches are then connected via a common MV bus to the adjacent transformer through a throat connection.

B. The Transformer is a 13.2kV-480V, 2000kVA, Dyn1, Oil-Filled transformer, (420 gallons). It is connected via bus through a throat connection to the adjacent 480V Switchgear.

C. Transformer has lost a significant amount of oil through leaking bushings on both the primary and secondary side connections.

D. The substation 1A2 LV Switchgear is 480Y-277VAC, 3200A, 3-Ph, 4-Wire, 65kAIC, single ended configuration.

E. The substation is located on a fenced in, concrete pad east of building 114.

F. The majority of existing 13.2kV cable on site is Paper Insulated Lead Covered (PILC), routed in two circuits (A&B) of 500MCM, 1-C conductor, Cu per phase through underground electrical duct banks & manholes outdoors or through electrical trenches, metal conduit and/or tray indoors. Each 3-phase circuit (A&B) is wrapped in fire tape and routed through a separate 4" or 5" conduit. Loop 1 cable consists of 2 sets of 3#500's 15KV plus a #4/0 ground.

The contractor shall notify the COR a minimum of ten (10) business days before the shut-down of a utility or building service is needed or before a required witness point.

Any outage requiring an interruption to manufacturing needs WVA Operations pre-approval prior to execution & may require adjustment of Contractor's planned schedule. Operations interruptions may require up to sixty (60) days of schedule adjustment and should therefore be identified as early as possible.

E. Planned electrical outages will require the contractor to provide temporary external power to all life safety and fire alarm/control circuitry that will be impacted. Proposed plans for providing the temporary power must be communicated and approved through impacted parties.

F. The contactor shall clean all work areas, at the end of each work day, to remove all tools, equipment, debris, materials, and all waste from the work site.

G. The Contractor shall supply all safety barriers, cones, tape, signage, fencing, etc. to secure the work area. A Contractor's representative shall ensure all safety equipment is replaced & secure from the elements, and verify that the COR or COR's representative is satisfied with the placement prior to leaving the site at the end of each work day.
