The purpose is to develop and enhance networks that connect DoD components, military service branches, academia, and government agencies to support research and educational programs and activities aimed at Historically Black Colleges and Universities (HBCUs) and Minority-serving Institutions (MIs). These efforts focus on improving outreach and education in scientific, mathematical, and engineering disciplines critical to addressing the long-term national defense needs of the United States. The Government will not exercise supervision or control over the project requirements. The awarded organization will be responsible for the execution of each project requirement and shall be solely accountable to the Government in accordance with the terms and conditions of the contract.
