About this file
This is a Request for Quote (RFQ) for Test, Measurement, and Diagnostic Equipment (TMDE) Calibration Services for the U.S. Army. The solicitation is a 100% small business set-aside contract with a potential three-year period of performance from December 1, 2025 to November 30, 2028, with options to extend. The contract will be a hybrid Firm Fixed Price (FFP) and Time-and-Materials/Labor Hour (T&M/LH) type.
The requirement includes calibration services, repair services, repair parts, and shipping for test equipment, with pricing structured across multiple contract line items (CLINs). The base year and two option years each include similar service categories: calibration services (FFP), repair services (labor hour), repair parts (time and materials), and shipping (time and materials). Quoters must be ISO/IEC 17025:2017 certified, provide prior work experience, and demonstrate technical capability. The contract will be awarded to the quoter offering the best value, with technical merit and price both considered in the evaluation. The contract will be administered by the U.S. Army Letterkenny Depot in Chambersburg, Pennsylvania.

There has been a recent SAM requirement for submission of notarized letters for all new vendor registrants, and for renewals of existing registrations. Please check your SAM registration and if the registration is due for renewal in the next few months, it is important to start that process immediately. For additional information on notarized letters, visit https://www.
fsd.gov/gsafsd_spid=kb_article_view&sysparm_article=KB0016652&sys_kb_id=8cfe46491b1cb8909ac5ddb6bc4bcbbb&spa=1.

FAR Provision 52.212-2 Evaluation-Commercial Products and Commercial Services is included; therefore, Quoters must submit all information requested therein in order for the Government to determine technical merit.
5. Amendments: The quoter shall submit to the Contracting Officer signed copies of all amendments issued to this solicitation. Failure to comply may cause your quote to be rejected.
6. Payment: Payment for this action will be made by Electronic Funds Transfer (EFT) through the Defense Finance and Accounting Services (DFAS) utilizing Wide Area Work Flow (WAWF). See DFARS 252.232-7006 Wide Area WorkFlow Payment Instructions for more information.

10. FOB Destination: Unless otherwise stated in the solicitation, Quoters shall provide FOB Destination prices.

14. AMC-Level Protest Program: Prior to submitting an agency protest, it is preferable that you first attempt to resolve your concerns with the responsible contracting officer. However, you may also file a protest to the Headquarters (HQ), Army Materiel Command (AMC). The HQ AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the General Accountability Office (GAO), or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 35 calendar days from filing. To be timely, protests must be filed within the periods specified in FAR 33.103 Protests to the agency. If you want to file a protest under the HQ AMC-Level Protest Program, the protest must request resolution under that program and be sent to the address below.
