About this file

This is a federal solicitation for Moving Bed Biological Reactor (MBBR) System Preventative Maintenance and Repair Services issued by the Letterkenny Army Depot. The solicitation (W911N225R0009) is a hybrid Firm Fixed Price (FFP) and Time and Materials (T&M) contract with a base period from 23 May 2025 to 22 May 2026 and two subsequent one-year option periods. The contract requires semi-annual preventative maintenance for MBBR systems and sand and bag filer's controllers, with an estimated total value under $34,000,000. The procurement is set aside for small businesses, specifically targeting small business concerns including service-disabled veteran-owned, women-owned, and HUBZone small businesses. The solicitation uses a Lowest Price Technically Acceptable (LPTA) evaluation methodology, with technical acceptability based on the offeror's capabilities, qualifications, and past performance.

Key contract line items include semi-annual preventative maintenance for specific equipment systems (CLINs 0001-0002), repair labor on a time and materials basis (CLIN 0003), and associated repair parts (CLIN 0004). The contract will be awarded to the lowest-priced, technically acceptable offer, with offerors required to demonstrate technical capabilities including personnel qualifications, software licensing, and equipment maintenance expertise. Delivery will be to the Directorate of Public Works at Letterkenny Army Depot in Chambersburg, Pennsylvania. The solicitation includes provisions for potential contract extensions up to a total of six months and encompasses a total contract duration of up to 42 months.

2. Past Performance: The Offeror shall provide three recent and relevant Government or private sector projects completed within the past three years that demonstrates the ability to perform the requirements covered in the PWS of this solicitation. The Offeror shall identify the contract title, contract number, dollar value, client name and address, location of work, point of contact with telephone number, and an explanation of how each project related to the work requirements of this solicitation.

C. Proposals will be evaluated initially independently of the price to determine the Offerors’ ability to meet the Government’s requirement set forth in the solicitation. The Government may make a final rating determination based on the proposal as submitted without requesting any further information. For all proposals determined to be

Technically Acceptable, the offer providing the lowest price will receive the contract award.

1. Offerors’ technical proposals will receive an overall rating based on the following:

(a) Technically Acceptable: Offeror meets all requirements or technical specifications or has submitted all documentation requested in any technical evaluation criteria and all documentation meets the standard set forth in the solicitation.

(b) Technically Unacceptable: Offerer fails to meet all requirements or technical specifications or has failed to comply in submitting requested documentation in any technical evaluation criteria or the submitted documentation fails to meet the standard set forth in the solicitation.

D. For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services, provided under FAR 52.217-8, as follows:

1. The evaluation will consider the possibility that the option can be exercised at any time during any contract performance period, and can be exercised in increments of one to six months, but for no more than a total of six months during the life of the contract.

2. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract when the option is exercised.

3. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise.

4. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.
