8. SITE VISIT INFORMATION

IMPORTANT INFORMATION FOR CONTRACTOR’S WHO WILL BE ATTENDING THE SCHEDULED

A. All interested contractors must adhere to the Installation Access Requirements for Rock Island Arsenal. In addition, contractors attending the scheduled site visit for Solicitation W9098S20Q0064, shall provide their COMPANY NAME, PHONE NUMBER, EMAIL ADDRESS, AND NAME OF THE PERSON attending the site visit to the Contract Specialist, Carrie Holub at email address carrie.l.holub.civ@mail.mil prior to 02 June 2020.

B. Location for the scheduled site visit is: Rock Island Aresenal – Joint Mantufacturing and Technology Center (RIA-JMTC), Rock Island, IL 61299. A meeting location will be provided upon completion of pre-registration by Contract Specialist, Carrie Holub.

C. All visitors to RIA-JMTC must obtain an installation visitor badge prior to entering the installation. In efforts to expedite this process, all visitors must pre-register three (3) business days prior to their visit with the

Contract Specialist and Visitor Center. See Number 13 (Receiving Hours of Operation) of solicitation narrative for additional information.

D. It is recommended that you arrive at the visitors center at least 30 minutes prior to the site visit time.

E. Both United States Citizens and Foreign Visitors will need to present a valid Government issued ID when entering Rock Island Aresenal check points. Acceptable forms of ID for United States Citizens are: State issued picture ID, or federally issued picture ID. Acceptable forms of ID for Foreign Visitors are: Passport, Visa Number, or Alien Registration.

F. Visitors must enter from the Moline, IL gate entrance to the Rock Island Arsenal.

G. While the site visit is not mandatory, it should be noted that an offer may have extreme difficulty in formulating an accurate bid on this project without first examining the existing building and equipment to determine the existence of other potential obstacles.

H. During the site visit, contractors are urged to ask questions. Contractors are urged not to contact any other

Government points of contact regarding any general information other than the Contract Specialist, Carrie Holub or Contracting Officer, Kurt Kleinlein of this requirement. The Government will not be responsible for any information the Contractor obtains on their own. It is requested that all information/questions be coordinated with the Contract Specialist in writing. See Clause FAR 52.237-1, Site Viist (April 1984).

I. Contractors are urged and expected to inspect the site where services are to be performed to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site consitute grounds for a claim after contract award.

J. Each visitor will be required to wear steel toed safety shoes, safety glasses and MASKS for the tour. If safety glasses are needed, a pair of safety glasses will be available. It is requested that visitors notify the Contract Specialist at the time of pre-registration that safety glasses are needed to ensure the request is accommodated.

K. All visitors will be required to review and return, signed, a copy of the RIA-JMTC Visitor Safety Card prior to their visit at RIA-JMTC. Upon confirmation of the Contractor’s reservation to the site visit, a Visitor Safety Card will be provided via email. See Attachment 0004 Visitor Safety Card.

L. The Government reserves the right to refuse any visitor who does not properly adhere to the safety requirements listed.

9. A Contracting Officer Representation will be identified at contract award.

10. Quotes shall be valid for a period of 60 calendar days from the required submission date.

11. Payment will be made by the Defense Finance and Accounting Service (DFAS) via Wide Area Workflow

(WAWF).

12. On time delivery is very critical. Therefore, the contractor must adhere to the delivery requirements indicated in the subsequent award. Failure to comply with the contractual delivery schedule in the subsequent award may result in termination of the order or require consideration if the Government elects to extend the delivery. The Government is not required to extend the delivery schedule of you encounter delays. The non-availability of raw materials, subcontractor issues, scheduling conflicts, etc. are not acceptable excuse for failing to meet the delivery schedule in the subsequent award.

Early delivery is authorized and is encouraged in the subsequent award, but must be approved and coordinated in advance of the due date with the Contract Specialist and/or Contracting Officer designated in the subsequent contract. If there is going to be a delay in delivery, the vendor is required to notify the Contract Specialist and Contracting Officer designated in the subsequent contract.

13. RECEIVING HOURS OF OPERATION:

Monday – Friday, 6:30A.M. to 2:00P.M. Central Time.

Deliveries before or after the above stated hours will be turned away.

Appointments are not necessary.

For directions call: (309) 782-8539 (Automated).

Attention: Rock Island Arsenal (RIA) is at a Health Force Protection Condition (FPCON) Charlie. The installation is restricted to key and essential personnel only. RIA will suspend all current year-long passes and make other changes limiting access to RIA to official business. These changes are being made to limit the opportunity for COVID-19 transmission.

Effective Immediately: Rock Island Arsenal (RIA) Visitor Access Passes are issued to individuals, not companies.

All visitors, to include transportation and freight services, official and unofficial, are highly suggested to pre-register at least three (3) business days in advance. Pre-registering visitors allows for the NCIC-III background check to be conducted before the individual visits RIA, reducing the wait time necessary to complete the check.

All visitors must complete a Visitor Access Request Form. Access Request Forms should be emailed or faxed prior to the delivery. The Visitor Access Request Form can be found at http://www.usagria.army.mil/AccessRequests.

Follow the instructions on How to Obtain a Visitor Pass. All first time visitors must process through the Moline Gate Visitor Center.

TRUCKS MUST ENTER THROUGH MOLINE, IL GATE, OFF OF RIVER DRIVE IN MOLINE I-74.

Transportation Service Providers are required to send drivers with proper identification who meet all the installation access requirements. Transportation Service Providers are required to send United States Citizens and drivers that will pass applicable background checks. Failure to do so can result in warnings or non-use. Real-ID access implementation is active at Rock Island Arsenal, IL. Individuals using a driver’s license from the states of Minnesota, Missouri, and Washington are not compliant with the standards of the REAL ID Act and cannot be used on their own as a primary means of identification to apply for access to Rock Island Arsenal. Drivers Licenses that have written on the top of them, “NOT FOR FEDERAL IDENTIFICATION PURPOSES” are also non-compliant.

These non-compliant driver’s license or state issued identification cards may still be presented at the Rock Island Visitor Control Center, but they must be accompanied by one of the following secondary forms of identification before a records check is conducted and installation access is granted:

Current vehicle registration showing name and address Social Security Card U.S. Passport or Passport Card U.S. Military or Draft Record (DD-214 or Selective Service Registration Card) Veteran Health Identification Card issued by the U.S. Department of Veterans Affairs Transportation Worker Identification Credential Personal Identification Verification card issued by the Federal Government Personal Identification Verification or Interoperable card issued by the Federal Government U.S. Certificate of Naturalization or Certificate of Citizenship (Form N-550) U.S. Department of Homeland Security “Trusted Traveler” card (Global Entry, NEXUS, SENTRI, or

FAST)
