(c) Applicability. This clause applies only to-

(1) Contracts that have been set aside for any of the small business concerns identified in 19.000(a)(3);

ADDENDUM TO FAR 52.212-1: INSTRUCTIONS TO OFFERORS--COMMERCIAL

PRODUCTS AND COMMERCIAL SERVICES (RFO TAILORED)

1. General Instructions:

As required by FAR 52.212-1, quotes must contain sufficient detail for the Government to evaluate compliance with the solicitation. Under the Revolutionary FAR Overhaul (RFO), the Government will conduct a streamlined evaluation; therefore, Quoters must provide only the targeted information requested in the Parts below. Do not include extraneous corporate histories or generalized marketing materials. Quoters shall submit their quote in three (3) concise parts:

2. Quote Submission Parts:

Part 1: Technical Experience (Maximum 3 Pages)

Submit exactly two (2) completed projects executed within the last five (5) years from the date of solicitation issuance.

For each project, provide a concise summary that highlights how your experience aligns with the specific complexities of the Rock Island Arsenal chilled water lines project.

Specifically address your experience with:

Installation of underground utility piping (specifically chilled water, water main, or dual-wall preinsulated pipe) of at least 10 inches in diameter.

2.

3.

Civil excavation/trenching in developed areas, including pavement restoration (HMA/PCC) conforming to municipal/state standards (e.g., SUDAS).

Execution of deep utility trenching or bypassing existing active utility lines.

Part 2: Past Performance References (Maximum 1 Page)

Provide point-of-contact (POC) information for the two (2) projects submitted under Part 1.

Required POC Data: Project Title, Client/Agency Name, POC Name, POC Email Address, and POC Phone Number.

Note: The Government will utilize existing past performance databases (e.g., CPARS) and direct reference checks to verify performance quality.

Part 3: Price Submission

ADDENDUM TO FAR 52.212-2: EVALUATION--COMMERCIAL PRODUCTS AND

COMMERCIAL SERVICES (RFO TAILORED)

1. RFO Basis for Award:

The Government will award a contract resulting from this solicitation to the responsible quoter whose offer represents the most advantageous overall solution to the Government. The Government is utilizing the streamlined evaluation procedures of FAR Part 12 and will not utilize the formal source selection procedures described in FAR Part 15.

2. Comparative Evaluation Methodology:

The Government will evaluate quotes by comparing them directly against one another to determine which Quoter provides the most advantageous mix of Experience, Past Performance, and Price. The Government may award to a higher-priced Quoter if their non-price elements are compared and determined to be significantly superior and worth the price premium.

3. Evaluation Elements:

Element A: Technical Experience

The Government will compare the relevance, depth, and complexity of the Quoters submitted projects.

Comparative Focus: Quotes that demonstrate experience highly similar to the Rock Island Arsenal site conditions (e.g., specifically handling large-diameter dual-wall preinsulated pipe, managing deep utility crossings, and performing municipal-grade pavement restoration) will be compared more favorably than those demonstrating generic or less relevant civil construction experience.

Element B: Past Performance

The Government will compare the quality of historical performance among the Quoters.

Comparative Focus: The Government will assess the degree of success Quoters have had in completing similar work on time, within budget, and to the customer's satisfaction.

A Quoter with a verified track record of high-quality performance on complex utility projects will be compared more favorably. Note: Quoters without a record of relevant past performance will not be evaluated favorably or unfavorably, but may be compared less favorably than a Quoter with a highly successful track record.

Element C: Price

The Government will evaluate the Total Firm-Fixed-Price to determine if it is fair and reasonable.
