About this file
This is a solicitation document for a commercial products and services contract issued by the National Guard Bureau (W50S9A26QA019). The contract is for the procurement of a refrigerated container (ISU-96RC) with evaluation based on price only. The solicitation incorporates numerous FAR and DFARS clauses addressing commercial items, payment processing, representations and certifications, and various federal compliance requirements including Buy American provisions, child labor certifications, and covered defense telecommunications equipment prohibitions.
Key administrative requirements include electronic submission of payment requests and receiving reports through the Wide Area WorkFlow (WAWF) system, with specific routing data addressing codes and DoDAACs provided. The contract requires unique item identification and valuation for items exceeding $5,000 in unit acquisition cost, with detailed data matrix marking and machine-readable format specifications. The solicitation establishes National Guard protest procedures as an alternative dispute resolution mechanism and incorporates representations regarding child labor, forced labor, trade agreements, and ownership disclosures. Special emphasis is placed on ozone-depleting substances labeling, Buy American and Free Trade Agreement compliance certifications, and Foreign Corrupt Practices Act compliance. The document does not specify award dates, response deadlines, or pricing details, indicating this is the contract clauses and administrative framework document rather than the active solicitation notice.

NG Agency Protest Program: NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.
Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency's Protest Decision Authority, but not both, in accordance with NG protest procedures. To be timely, the protests must be filed with the periods specified in FAR 33.103. To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to the address below:
