About this file
This is a Decision for Brand-Name or Sole-Source Requirement form documenting a sole-source acquisition for a Self-Powered Tactical Refrigerated Container (ISU-96RC) below the Simplified Acquisition Threshold. The requiring activity is procuring one unit from AAR Manufacturing Inc., dba AAR Mobility Systems at an estimated cost of $88,000. The acquisition is justified on two bases: unique capability/essential characteristics and compatibility/interoperability with existing systems.
The justification centers on 100% interoperability with the unit's existing tactical fleet and Single Pallet Expeditionary Kitchen (ESPEK). AAR Mobility Systems is identified as the sole manufacturer of the ISU-96RC featuring a proprietary integrated diesel generator and dual-temp cooling system designed for completely isolated operation in austere and grid-down/blackout environments. The requiring activity emphasizes that alternative units lack required pre-certified airworthiness for internal airlift (C-130/C-17) and external helicopter sling-loading (CH-47/UH-60) certifications, do not feature EMP-resilient design, and cannot match the existing tactical vehicle physical footprint and material handling equipment compatibility. The Contracting Officer certified the sole-source determination on 8/19/2026, finding that only AAR Mobility Systems can meet the Government's minimum essential needs without introducing unacceptable operational delays, duplicative costs, and mission capability degradation. The Technical Representative (MSgt Camn Brown) certified the submission on 18AUG26.

Decision for Brand-Name or Sole-Source Requirement (Acquisitions < SAT)
Authority: Federal Acquisition Regulation (FAR) RFO 12.102(a)
Instructions: This form must be completed by the requiring activity to document their decision on the use of a brand-name description or a single source for an acquisition at or below the Simplified Acquisition Threshold (SAT). The information must clearly explain why the specified product is the only one that can meet the Government’s minimum need. Lack of advanced planning or funding availability are not acceptable reasons.
Section 1: Acquisition Details
Requirement / Project Title:
Short Description of Supply/Service:
Brand Name or Vendor:
Estimated Cost:
Section 2: Basis for Restricting Competition
Please select the primary reason for this restriction and provide a detailed explanation. The explanation must address the unique features of the requested item and why they are essential.
A. Unique Capability / Essential Characteristics:
The requested brand-name product has a unique feature or specific characteristic that is essential to the Government’s requirements, and no other product can satisfy this need.
B. Compatibility / Interoperability:
The requested item is the only one compatible with existing equipment, systems, or services. Using a different brand would result in unacceptable duplication of cost, loss of warranty, or mission degradation.
Section 3: Reasoning for Restricting Competition
Demonstrate, in detail, why this specific item or service, is the only one that meets your requirement:
Section 4: Requiring Activity Certification

Requirement Project Title: Self-Powered Tactical Refrigerated Container (ISU-96RC)
Short Description of SupplyService: Procurement of one (1) self-powered, generator-equipped AAR Mobility Systems ISU-96RC Refrigerated Container (P/N 50148001) to provide organic cold storage (refrigerated/frozen) in remote, austere, and grid-down/black-out (EMP) impacted environments. Operating alongside our existing ESPEK, this unit enables forward ration storage, completely eliminating the need for expensive, logistically dependent DLA or commercial food storage contracts.
Brand Name or Vendor: AAR Manufacturing Inc. dba AAR Mobility Systems
Estimated Cost: $88,000
Demonstrate in detail why this specific item or service is the only one that meets your requirement: The requested item is the only refrigerated container compatible with the unit's existing fleet of tactical assets. It must integrate seamlessly with our existing Single Pallet Expeditionary Kitchen (ESPEK), matching its physical logistical footprint, transport configurations, and material handling requirements. Additionally, it is the only container in its class with pre-approved military airworthiness and external helicopter sling-load certifications required for Agile Combat Employment (ACE).
AAR Proprietary Engineering: AAR Mobility Systems is the sole manufacturer of the ISU-96RC, featuring a proprietary integrated diesel generator and dual-temp cooling system built for complete off-grid power autonomy. This design allows it to run completely isolated from external base grids or tactical fuel networks.P
Re-Certified Airworthiness: AAR holds the exclusive airworthiness and helicopter sling-load certifications for this specific chassis. No other manufacturer provides a dual-temperature container pre-approved for immediate internal airlift (C-130/C-17) and external helicopter sling-loading (CH-47/UH-60), which is a non-negotiable requirement for rapid deployment into road-denied areas.
EMP & Black-Out Resilience: AAR specifically engineers and constructs this system to survive and operate in extreme, grid-down black-out and EMP-impacted environments where commercial refrigerated units would suffer catastrophic control failure.
100% Fleet Interoperability: As the OEM of the standardized military ISU container line, only AAR can guarantee complete physical footprint compatibility with our existing ESPEK. Both units utilize the exact same tactical vehicles, cargo loading rails, and material handling equipment (MHE) without requiring specialized, uncertified commercial adapters.

Section 5 Contracting Findings: Pursuant to RFO FAR 12.102(a), this sole-source determination is based on the critical need for 100% interoperability with the unit's existing tactical fleet and Single Pallet Expeditionary Kitchen (ESPEK). Contracting conducted additional market research of alternative tactical refrigeration systems from manufacturers and confirmed they are unacceptable. These alternative units lack the required pre-certified airworthiness for internal airlift and external helicopter sling-loading, do not feature EMP-resilient design, and fail to match the physical footprint and material handling requirements of the ESPEK. Consequently, AAR Mobility Systems is the only source capable of meeting the Government's physical compatibility, tactical mobility, and environmental survivability requirements.
Based on the market research and technical justifications detailed above, the Contracting Officer finds that only a single source can fulfill this requirement. Accordingly, a sole-source award to AAR Mobility Systems is fully justified, as no other product or manufacturer can satisfy the Government's minimum essential needs without introducing unacceptable operational delays, substantial duplicate costs, and severe degradation to overall mission capability.
