The following apply to this solicitation and resulting contract.
1. Task orders in the following location(s) are applicable to this contract: Jefferson Barracks Air National Guard Station (ANGS), St. Louis MO.
2. Contractor's attention is invited to Division 01, Section 01 00 00, General Requirements, for important information on the task order process.
Offerors are encouraged to read this section is its entirety to reach a better understanding of the ordering process. The minimum guaranteed task order amount for the entire contract period is $2,000.
3. Reference contract clause FAR 52.228-15, Performance and Payment Bonds. Applicability will be defined in individual orders.
4. The Government intends to execute a single indefinite delivery indefinite quantity contract as a result of this solicitation. Federally warranted Contracting Officers at the 131st Bomb Wing may place task orders against the resultant contract. See Section 01 00 00 for additional information.
5. Do not insert prices in the CLIN provided in Section 00 01 10. Instructions for the preparation and evaluation of proposals are located in Section 00 21 00, 00 21 16, and 00 22 16.

Section 00 21 00 - Instructions
1. INTRODUCTION
You are invited to submit a proposal in response to our Request for Proposal (RFP) entitled, "Emergent Requirements Construction IDIQ" for repair, maintenance, and construction services at Jefferson Barracks Air National Guard Station (ANGS), St. Louis MO. The primary intent of this IDIQ is provide an efficient ordering vehicle for the 131st Civil Engineer Squadron in clearing backlogged small repair projects in the $2,000 - $10,000 range.
Anticipated projects include an assortment of small roof repairs, window and door repair/replacements, painting, flooring, and minor plumbing, electrical, HVAC, and concrete/asphalt repair projects. Additionally, the IDIQ will provide for efficient ordering of emergency repair services in response to storm caused or other facility damage to prevent further damage to facilities.
2. CONTRACT DURATION. LIMITS, AND AMOUNTS
The resultant contract will have a five-year ordering period and $250,000.00 ceiling. The minimum and maximum values for a single task order are $2,000 and $50,000, respectively. The minimum guaranteed order for the contract is one task order valued at $2,000. At time of the basic contract, a task order for the seed project will be issued. This is NOT a solicitation for a requirements contract.
3. TASK ORDERS
As requirements develop, notices of task orders will be sent to the contractor, and joint scoping will be used to define the planned approach to each project to meet the needs of the Government and fit within budget limitations. See Division 01, SPECIAL CONTRACT REQUIREMENTS, for ordering procedures. Offerors are highly encouraged to read this section in its entirety before submitting a proposal. The contract will be administered by the 131st Mission Support Group contracting office at Jefferson Barracks ANGS.
4. NOTICE OF PRE-PROPOSAL CONFERENCE
a. A pre-proposal conference will be conducted on for the purposes of briefing the proposal requirements, 7 August 2025 at 1:00 PM local time answering questions regarding this solicitation, and viewing the seed project site. The conference will be held in the Building 29 third floor conference room at 29 Sherman Ave., St. Louis MO 63125. Interested contractors are highly encouraged to attend the pre-proposal conference. The site visit will be held following the conference.
b. Due to base security requirements, all offerors must register to attend this conference and site visit no later than close of business . 1 August 2025 Email the following information for all attendees to MSgt Bernier at joseph.bernier.1@us.af.mil and SMSgt Phillips at mark.phillips.18@us.af.mil.

c. Even if you have access to the base, you must register to ensure adequate seating. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government's denial of your access to the pre-proposal conference.
This information will be provided to the Base Security Forces who will authorize your entrance to the site.
d. Visitors must stop at the installation's main entry gate at 21 Hancock Ave., St. Louis, MO 63125 (across the street from the Jefferson Barracks Telephone Museum) and present the identification used to register for the pre-bid conference. Please note - Jefferson Barracks ANGS is separate from the Veteran's Affairs Hospital and National Cemetery. You will be required to present your driver's license upon arrival. Ensure you have the following documentation for your vehicle when entering the installation: registration, proof of insurance, and if applicable, car rental agreement. All vehicles entering the installation are subject to random inspection and review of required documentation. Any of the above information furnished by you is protected by the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.
e. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
f. A record of the conference shall be made and furnished to all prospective offerors via posting to the Contract Opportunities website at https://www.
SAM.gov. The record will include minutes of the meeting, including questions (on a non-attribution basis) and answers.
5. FORMAL COMMUNICATION AND OFFEROR EXPLANATIONS
a. Any explanation desired by an offeror regarding the meaning or interpretation of the solicitation must be requested in writing and with sufficient time allowed for a reply to reach offerors before the submission of their offer.
b. All questions and requests for information (RFIs) must be received NO LATER THAN 10 calendar days following the site visit. OFFERORS ARE STRONGLY ENCOURAGED TO SUBMIT QUESTIONS EARLY IN THIS PROCESS. The Contracting Officer reserves the right to address questions received after the due date prior to solicitation closing.
c. Amendments will be furnished to all prospective offerors via posting to www.SAM.gov. Receipt by the offeror must be acknowledged in the space provided on the SF 1442 or by returning a signed copy of the amendment by the time set for receipt of proposals. Explanations or instructions given in a form other than an amendment to the solicitation shall not be binding. Questions (on a non-attribution basis) and answers shall be furnished to all prospective offerors via the web site.

6. AMENDMENTS PRIOR TO THE DATE SET FOR RECEIPT OF PROPOSALS
The Government reserves the right to revise or amend the solicitation prior to and/or after the date set for receipt of proposals as necessary. Such amendments, if any, will be announced by an amendment or amendments to this Request for Proposal. All information relating to this RFP, including pertinent changes/amendments and information prior to the date set for receipt of proposals will be posted on www.SAM.gov. Offerors are strongly cautioned to check www.SAM.gov frequently to ensure they have the latest information.
7. PROPOSAL SUBMISSION

All proposals received will receive a confirmation email of receipt.
8. CONTRACT AWARD
Proposals should contain the offeror's best terms. The Contracting Officer may reject any and/or all proposals at their discretion. After evaluation of proposals, the Contracting Officer may negotiate final terms with one or more offerors of the Government's choice before making an award decision.
The Contracting Officer will not negotiate with or consider revised proposals from any offerors other than those of the Government's choice and will not use the formal source selection procedures described in FAR part 15.
9. WAGE DETERMINATION
Missouri General Decision No. MO20250089 is applicable to the seed project, see attachments. The current version at time of contract award will be included in the initial task order. The current wage determination appropriate for the specific project will be included in each task order.
10. PROPOSAL EXPENSES AND PRE-CONTRACT COSTS
This RFP does not commit the Government to pay costs incurred in preparation and submission of initial and subsequent proposals or for other costs incurred prior to award of a formal contract.
11. PROPOSAL ACCEPTABILITY
Offerors are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete proposal. Failure to furnish a complete proposal, at time of proposal submission, may result in the proposal being unacceptable to the Government and eliminated from consideration for award. The offeror is advised that its proposal is presumed to represent its best and final offer in response to this solicitation.

Section 00 21 16 - Instructions to Proposers
1. PROPOSAL PREPARATION INSTRUCTIONS
These instructions prescribe the format of proposals. Carefully review this section prior to commencing proposal preparation. In order for proposals to receive full consideration for award, offerors should ensure that the information furnished in support of the proposal is factual, accurate, and complete. Failure to furnish a complete proposal at the time of proposal submission may result in the proposal being rejected and not evaluated further. All solicitation amendments must be acknowledged.
2. PROPOSAL CONTENT
Proposals shall include the following documents. Please do not submit extra information not listed below.
a. Solicitation SF1442: Blocks 14, 15, 16 ( ), 17 ( ), 19 ( ), 20a, 20b, and 20c.if applicable number of calendar days only if applicable
b. Section 00 45 00, Representations and Certifications, provision DFARS 252.204-7008 (see yellow highlighted text): complete para. c. Price Proposal for the Seed Project: Submit on provided coversheet template and supporting AF Form 3052. Electronic reproductions or similar formats (e.g., an Excel file) containing the same information and level of detail as the AF Form 3052 is also acceptable. Include separate AF Form 3052 for each contract line item as applicable.
d. Statement of Work: Prepare a detailed scope for the seed project outlining the proposed repairs, including approach to the work, materials used, and construction methods. Format may be narrative, bullet points, or some combination thereof. Shop drawings or other illustrations, material cut sheets, or other documentation may be submitted as attachments if necessary to describe the scope in sufficient detail to clearly define how the offeror intends to meet the Government's requirements for the seed project. Include any limitations, assumptions, or exceptions to the scope. Submit in Word doc format (.docx) using 'Times New Roman' font, size 12, without pictures or custom logos. The SOW shall include all significant quantities, methods of construction, and quality levels required. This scope must be in sufficient detail to be the basis of the contractor's proposal. The joint scoping process enables the contractor to detail the project based on information that may be provided by the Government in writing, the conditions observed at the site, and discussion with the Contracting Officer and CE staff.
e. Project Schedule: Provide a project schedule in Gantt chart format. Include a schedule of values if the contractor intends to submit requests for progress payments if awarded the contract and seed project. See Division 01, para. 15.
f. Maximum two-page capability statement highlighting verifiable experience and past performance (with references) regarding offeror's areas of specialty and overall capabilities to perform the types of work in the scope of this IDIQ. Include contract numbers for any past performance examples of Federal projects. Include in-house capabilities (i.e., construction disciplines and number of employees).
g. Fully burdened labor rates for the following classifications: carpenter, floor layer (carpet), general laborer, painter, roofer, and foreman (or similar, e.g., lead carpenter). Classifications may be from in-house or planned subcontractors. Include cost breakdown of indirect labor rates.
Proposed rates will be used for pricing task orders. Updated rates may be submitted annually after contract award.
h. ( ) Joint Venture Documentation: Parties wishing to propose as a joint venture must submit, with the Pro Forma documents, an If applicable executed copy of the joint venture agreement. The joint venture agreement shall be executed in accordance with FAR 4.102(d). Each joint venture partner shall submit evidence satisfactory to the Contracting Officer that its Board of Directors has approved its participation in the joint venture or by an instrument of similarly binding character in the case of an unincorporated entity. Offerors are reminded that to obtain an award the awardee, to include a joint venture, must be registered in the System for Award Management (SAM) database. Applicable to set-aside solicitations: Joint Ventures must meet applicable size standards (See FAR Subpart 19.1). Submit with the proposal any size determination for the Joint Venture entity received from the Small Business Administration. A Joint Venture where-in one party is not a small business may be referred to the Small Business Administration (IAW FAR 19.302 (b)) to determine eligibility. All questions regarding Joint Ventures must be directed to the Small Business Administration (SBA) and not the Contracting Officer.
3. DISCLOSURE OF MAGNITUDE
The disclosure of magnitude for the seed project in accordance with FAR 36.204 is less than $25,000.
4. LATE PROPOSALS
Offerors are responsible for submitting proposals so as to reach the contracting office at or prior to the time specified in the solicitation. Any proposal received after the exact time set in the solicitation is late and will not be considered unless it is received before contract award, the Contracting Officer determines that considering the late proposal will not unduly delay the acquisition, and it is in the best interests of the Government.
5. NATIONAL GUARD BUREAU, AGENCY PROTEST PROGRAM
a. NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.
b. Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency's Protest Decision Authority, but not both, in accordance with NG protest procedures.

Section 00 22 16 - Supplementary Instructions to Proposers
Basis for Award - Evaluation
The Government will award a single indefinite delivery indefinite quantity contract resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors, under FAR 13.106-2 shall be used to evaluate proposals comparatively without priced tradeoffs: price, technical solution to meet the Government's requirements, contractor capabilities, and past performance. Proposals will first be reviewed for conformance with the solicitation. Proposals that fail to conform to the solicitation may be rejected and not evaluated further unless the Contracting Officer determine that is in the Government's best interest to permit submission of a revised proposal.
The contractor-prepared Statement of Work (SOW) and schedule for the seed project will be considered for the technical solution factor and evaluated by how well it meets the Government's intent for the project. Contractor capabilities will be evaluated using the submitted capability statement.
Offerors with in-house capabilities to perform the seed project will be evaluated more favorably.
Information the Supplier Performance Risk System (SPRS) will be used in the evaluation of past performance in accordance with provision DFARS 252.204-7024. Additional past performance information may be considered at the Contracting Officer's discretion.
Prices will be evaluated using the techniques at FAR 13.106-3(a). Unrealistically low prices and any attempts to "buy-in" on the seed project by proposing materials, labor, and repair methods below fair market prices will be rejected at the discretion of the Contracting Officer.
The most advantageous for each factor and overall will be assessed based on direct comparison of proposals - without objective standards - pursuant to FAR 13.106-2(b)(3). The formal evaluation procedures of FAR subpart 15.3 will not be used.
