WOMEN-OWNED SMALL BUSINESS SOLICITATION FOR GENERATOR REPAIR
This is a Solicitation/Contract/Order for Commercial Products and Commercial Services issued by the U.S. Air Force (issued by W50S74, Air Force Special Activity CAANG) for a generator repair on behalf of the 163rd Attack Wing California Air National Guard at March Air Reserve Base. The contract number is W50S7426QA029, with a solicitation issue date of 17 September 2026 and an offer due date of 18 September 2026 at 11:00 AM. The acquisition is a Women-Owned Small Business (WOSB) set-aside for 100 percent, with a North American Industry Classification Standard code of 811310 and a size standard of USD 12.5 million. The contracting officer is David Moreno, reachable at 951-655-5461.
The requirement is to replace an inoperable alternator for a 500kW 2271 Emergency Backup Generator at March ARB under a Performance Work Statement dated 20 August 2026. The work is structured as a single firm fixed-price line item for one job, with all costs for repair included in the contract line item number. The period of performance runs from 18 September 2026 to 17 October 2026, and the place of performance is located at 163 CES CEO ELECT, AF BPN NO MILSBILLS PROCESSES, 5237 Air Guard Way Building 2276, March ARB, CA 92518. Inspection and acceptance occur at the same location. Critical constraints include a prohibition on using cranes for rigging and disassembly due to Federal Aviation Agency restrictions; a telehandler is recommended instead. The diagnostic notes indicate the PMG is shorted with melted windings and broken wires throughout the rotor exciter, diode board, and internally, requiring complete alternator replacement. Payment will be processed via Wide Area WorkFlow (WAWF), with applicable DFARS and FAR clauses incorporated, including service contract labor standards provisions and cybersecurity requirements. Proposals must be submitted electronically, and the Government will evaluate offers on a price basis as the sole evaluation factor for this commercial services acquisition.
