Section M - Evaluation Factors for Award
Addendum to Evaluation - Commercial Product and Commercial Services
1. Basis for Award
1.1 This Request for Quotations (RFQ) is issued under the simplified procedures of Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR subpart 12.2 for the acquisition of commercial products and/or commercial services. The Government intends to award a firm-fixed-price purchase order to the responsible quoter whose quotation represents the best value to the Government, price and non-price factors considered.
1.2 The Government will evaluate quotations on a Lowest Price Technically Acceptable (LPTA) basis. This is a two-step process:
1.2.1. First, all quotations will be evaluated for technical acceptability against the non-price factors (Technical and Past Performance).
1.2.2. Then, award will be made to the responsible quoter that is determined to be technically acceptable and offers the lowest evaluated price.
1.3 Vendor's quote must include the following:
- Vendor's SAM.gov UEI number
- Technical capabilities of products offered
- Total price to include any shipping costs
- Delivery date after receipt of award
- Quote must be valid for at least 90 days after receipt of quote.
1.4 The following factors will be used to evaluate quotations: Technical, Past Performance, and Price.
1.4.1 Technical
Compliance with salient characteristics listed in the Statement of Need (SON) to include elements affecting quality, quantity, or delivery.
Adjectival Rating Description
Acceptable Quote meets or exceeds the salient characteristics
Unacceptable Quote does not meet the salient characteristics
1.4.2 Past performance
The past performance factor will assess the contractor's history with similar supply requirements to assess reliability and quoter's past work record. The Government will evaluate the quoter's demonstrated record of contract compliance in supplying products and services that meet users' needs, including cost and schedule.
Supplier Performance Risk System. A risk score of Red (lowest 5%) or Yellow (Next 10%) will be considered unacceptable. If no information is found, that will be treated as neutral, which is considered acceptable. An unacceptable risk rating will be grounds for exclusion from award consideration.
Finally, we will evaluate the quoter's (including partnerships and joint venture) present/past performance WILL NOT include the present/past performance of any subcontractors, predecessor companies, affiliates, other divisions or corporate management even though they may perform major or critical aspects of this requirement. Only the quoter's (including partnerships and joint ventures) past performance will be evaluated. Past performance information may be obtained from any sources available to the Government.
Past Performance Evaluation Ratings:
Adjectival Rating Description
Acceptable Based on the quoter's performance record, the Government has a reasonable expectation that the quoter will deliver required items, or the quoter's performance record is unknown
Unacceptable Based on the quoter's performance record, the Government does not have a reasonable expectation that the quoter will deliver required items.
1.4.3. Price
We will evaluate your price for fairness and reasonableness using the proposal analysis techniques.

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Technical
Past performance
Price
(b) . The Government will evaluate offers for award purposes by adding Options (if applicable) the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) . A written notice of award or acceptance of an offer furnished to the Notice of award successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
