About this file
This is a Justification Review Document for a limited sources procurement action by the National Guard Bureau's 195 Wing/Materiel Support Center.
The procurement is for brand-name IT hardware and wireless assessment accessories essential to the Cyber Vulnerability Assessment Hunter (CVAH) system and Cyber Protection Team (CPT) missions. Specific items required include: Dell 345-BGQV 480GB 2.5-inch hot swappable drives (quantity 10); Micron MTFDKCC30T7TGR 0.3TB 2.5-inch NVME SSDs (quantity 12); CISCO W-ANTM2050D-RPSMA omni-directional dipole antennas (quantity 1); AG Antenna Group AGAI95-10-RSM-RSF adapters (quantity 2); and CISCO LTE-ANTM-SMA-D 698-960 MHz antennas (quantity 2). The justification for limiting competition to these specific brands centers on system integrity and mission criticality. The Dell and Micron components are essential to maintain the CVAH system's Authority to Operate (ATO), as the system's proprietary firmware and certified configuration require these exact components; non-certified drives would result in system boot failures and catastrophic operational risk. The wireless assessment accessories require specific frequency coverage and physical compatibility validated by the CPT for accurate wireless security surveys; substituting unvalidated alternatives would compromise signal fidelity and introduce unacceptable risk of signal attenuation and impedance mismatches. The authority cited is 41 U.S.C. 1901 (items peculiar to one manufacturer). This is a new contract action on a firm fixed-price basis using O&M Air funding. The document indicates this requirement has not been previously procured and will be posted on SAM.gov to compete on a brand-name basis.

c. Demonstrate, in Detail, Why This Specific Item or Service, is the Only One That Meets Y om· Requirements
The combination of specific Dell, Micron, CISCO, and AG Antenna Group are the only solution that meets the government's minimum technical and operational requirements. The justification for each brand is detailed below.
A. Dell & Micron Hardware for CV AH System Integrity
The CV AH (Cyber Vulnerability Assessment Hunter) system's Authority to Operate (ATO) is predicated on maintaining the exact hardware configw·ation tested and certified by the Program Management Office (PMO). The Dell and Micron components are essential parts of this certified configw·ation.
Dell 345-BGQV Drive (for BOSS S2 Card): The CV AH system's BOSS (Boot Optimized Storage Solution) S2 controller card contains proprietary finnware that requires a Dell-certified drive. PMO testing confinned that non-certified drives are not recognized by the controller, leading to system boot failures. The use of any drive other than the Dell 400-AXRN would invalidate the system's ATO and create an unacceptable risk of catastrophic system failure dwmg a mission.
Micron MTFDKCC30T7TGR NVME SSD: The CV AH mission requires captwmg and processing massive volwnes of data in real-time. The PMO certified the Micron drive after pe1fonnance testing revealed that altemative drives failed under sustained operational loads, exhibiting significant data packet loss and thennal throttling. To ensure mission-critical data is captw·ed without loss and to maintain PMO certification, the Micron MTFDKCC30T7TGR is the only acceptable drive.
B. Wireless Assessment Accessories for CPT Mission
The Cyber Protection Team (CPT) mission requires surveying specific frequency bands (such as ZigBee and Wi-Fi) common to the Industrial Control Systems (ICS) we assess. The requested brand-name accessories are required to ensw·e strict physical compatibility and frequency fidelity with the CPT's specialized wireless analysis equipment.
CISCO W-ANTM2050D-RPSMA and LTE-ANTM-SMA-DAntennas: These specific antennas have been validated by the CPT to provide the exact frequency coverage (890-960MHz and dual-band 2.4/5.8GHz, respectively) required for ow· mission. Substituting with unvalidated, "or equal" third-party antennas introduces the risk of signal attenuation and mismatched impedance. This would compromise the accw·acy of critical wireless secw-ity surveys and leave vulnerabilities undetected.
AG Antenna Group AGAI95-I0-RSM-RSF Adapter: This specific adapter is required to securely inte1face the antennas with the analysis equipment. It is a tested, low-loss adapter essential to ensw·e the radio frequency signals being analyzed are not degraded between the antenna and the analyzer.
Nonstandard adapters 1-isk introducing signal loss that negatively impacts mission capabilities.
