This document is a Solicitation Notes file for a federal audit services contract with the U.S. Army at Letterkenny Army Depot (LEAD). The audit scope covers one site with approximately 15-20 buildings and 1,300 personnel. The contractor must conduct two audits annually: a consolidated AS9100/AS9110 audit and a separate ISO 45001 audit, with all approximately 1,300 employees falling under the scope of all three standards. The required audit completion deadlines are 14 August 2026 for the AS9100 and AS9110 audits, and 21 September 2026 for the ISO 45001 audit. LEAD has been rated at medium risk by its previous certifying body for audit day adjustment purposes.

All offerors must maintain active registration in the System for Award Management (SAM.gov) at the time of quote submission and complete annual representations and certifications electronically within SAM. The Contract Specialist is Jeffrey L. Morton (jeffrey.l.morton2.civ@army.mil), and written questions must be submitted at least five calendar days prior to the closing date. Offerors must submit signed copies of all solicitation amendments to avoid proposal rejection.
