STATEMENT OF WORK

Subject: Enterprise Network Switch Procurement WRAIR-AFRIMS/ Department of Administration

1. BACKGROUND / STATEMENT OF NEED

The existing network switch supporting the CCTV surveillance and electronic access control systems has reached end of life and is no longer supported by the manufacturer. The current equipment lacks sufficient performance, Power over Ethernet (PoE) capacity, and security features required to reliably support modern IP cameras and access control devices. Continued use of this outdated switch poses risks to system availability, cybersecurity, and future scalability.

To maintain reliable operation, compliance with organizational and regulatory requirements, and long-term vendor support, the outdated switch must be replaced with a modern, enterprise-grade, Trade Agreements Act (TAA)–compliant network switch.

2. OBJECTIVE(S)

The objective of this project is to procure an enterprise-grade network switch with PoE+ capability that is Trade Agreements Act (TAA) compliant and not manufactured in the People’s Republic of China, to support CCTV and access control systems. The selected switch shall provide secure, reliable, and scalable network connectivity while meeting all applicable federal procurement, cybersecurity, and compliance standards.

3. STATEMENT OF WORK/SPECIFICATION:

The vendor shall supply enterprise-grade network switch hardware with PoE+ capability to support CCTV surveillance and electronic access control systems, in accordance with the requirements outlined below.

3.1) Scope of Supply

• Provide network switch hardware only; configuration, and commissioning are excluded from this scope of work.

• Deliver equipment to the designated location as specified by the Customer.

3.2) Technical and Functional Requirements

The proposed network switch shall meet, at a minimum, the specifications listed below, or exceed these requirements in all respects.

• The network switch should be a 48-port, L3-managed, stackable switch with a maximum stack size of 1 TB and a switching capacity of at least 580 Gbps. It should also have a stacking bandwidth of 480 Gbps and a forwarding rate of 431.54 Mpps.

• The network switch should have a port configuration that includes support for 36 x 2.5GBase-T (Universal Power over Ethernet - UPOE) ports and 12 x 100/1000/2.5G/5G/10G (Universal Power over Ethernet - UPOE) ports.

• The network switch should provide support for at least 32,000 entries in the IPv4 routing table, 16,000 entries in the IPv6 routing table, 64,000 entries for Flexible NetFlow, 4,000 VLAN IDs, and a minimum of 32,000 entries in the MAC address table. Additionally, it should offer up to 2,000 Switched Virtual Interfaces (SVIs).

• The network switch must support a range of routing protocols, including OSPF, IS-

IS, RIP-1, RIP-2, BGP, EIGRP, HSRP, IGMP, VRRP, PIM-SM, OSPFv3, PIM-SSM, MSDP, policy-based routing (PBR), and RIPng.

• The network switch must support remote management protocols such as SNMP 1, RMON 1, RMON 2, SNMP 3, SNMP 2c, CLI, NETCONF, and RESTCONF, enabling administrators to easily monitor and configure network settings from a remote location.

• The network switch must have support for the 128-bit Advanced Encryption Standard

(AES) algorithm, enabling strong and secure data encryption capabilities. To ensure that sensitive information transmitted over the network is effectively protected, enhancing the overall security of the system.

• The network switch must incorporate essential features such as Trunking, full duplex mode, Weighted Random Early Detection (WRED), Spanning Tree Protocol (STP) support, Access Control List (ACL) support, Quality of Service (QoS), Remote Switch Port Analyzer (RSPAN), Management Information Base (MIB), Cisco StackWise-480 technology, Cisco StackPower technology, Flexible NetFlow (FNF), 802.1x authentication, a 16MB packet buffer, FTP client functionality, three fans for cooling, Control plane protection (CoPP), Source-Specific Multicast (SSM), integrated Wireshark capabilities, and support for VLAN Double Tagging (Q-in-Q) and Private VLAN configurations. These features collectively ensure efficient network management, security, performance, and advanced monitoring capabilities, enhancing the overall functionality of the network switch.

• The network switch must comply with a range of Institute of Electrical and

Electronics Engineers (IEEE) standards, including IEEE 802.3, IEEE 802.3u, IEEE 802.1D, IEEE 802.1Q, IEEE 802.3ab, IEEE 802.1p, IEEE 802.3af, IEEE 802.3x, IEEE 802.3ad (LACP), IEEE 802.1w, IEEE 802.1x, IEEE 802.1s, and IEEE 802.3at.

This ensures adherence to industry-established protocols for network communication, spanning different aspects such as Ethernet, VLAN tagging, link aggregation, power over Ethernet (PoE), and network security.

• The network switch offers support for 10 Gbps module Small Form Pluggable Module (SFP) ports uplink to allowing for high-speed connectivity and efficient data transfer within the network infrastructure.

• The network switch must be compatible and seamlessly integrate with Cisco Identity Services Engine (ISE) to ensure efficient and secure network access control and policy enforcement.

3.3) Compliance Requirements

• All equipment shall be Trade Agreements Act (TAA) compliant.

• Equipment shall not be manufactured in the People’s Republic of China.

• The vendor shall provide certification of compliance and country of origin upon request.

3.4) Equipment Condition and Lifecycle

• All equipment shall be newly manufactured, unused, and not refurbished or reconditioning.

• Equipment shall have a minimum remaining life cycle of three (3) to five (5) years from the date of shipment.

3.5) Licensing, Warranty, and Support

• Include all licenses and subscriptions required for full functionality of the network switch.

• Provide a minimum one (1) year hardware warranty with local technical support.

• Warranty shall include Next Business Day (NBD) hardware replacement at no cost to the Customer, including all shipping and handling costs.
