About this file

This is a Questions and Answers document for Solicitation No. 19TH2026Q0017 issued by the U.S. Embassy in Bangkok, Thailand on March 18, 2026, regarding an Enterprise Network Switch with PoE+ (Power over Ethernet) procurement.

Regarding shipping requirements, offerors must include shipping costs as a separate Contract Line Item Number (CLIN) and provide firm-fixed pricing on a DDP (Delivery Duty Paid) door-to-door basis with f.o.b. destination terms. The offeror is responsible for all shipping, customs clearance, demurrage, and related charges to the U.S. Embassy Bangkok (WRAIR-AFRIMS). Quotations must identify the point of origin for shipment, and if the product originates outside Thailand, all clearance, administrative costs, taxes, fees, and demurrage charges must be included door-to-door. For CLIN 5 concerning SFP modules, the answer specifies that while a compatible model is identified on page 6, paragraph 4 of the solicitation, Cisco recommends using Cisco-branded transceivers rather than third-party compatible modules to ensure full vendor support and avoid potential compatibility issues. The document contains only two questions and answers and does not address response dates, award dates, or other contract award details.

Solicitation No. 19TH2026Q0017 – Enterprise Network Switch with PoE+ (Power over Ethernet)

Questions and Answers

Q 1. Should we include shipping cost as a separate CLIN or just add it to CLIN 1?

A. 1) Offeror/Quoter should include shipping cost as a separate CLIN.

2) Quotation must indicate the point of origin for the shipment of goods.

3) Quotation must include firm-fixed price shipping charges with the following terms:

DDP (Delivery Duty Paid) Door-to-Door – f.o.b. destination – note: The offeror/quoter shall be responsible for all shipping, customs clearance, demurrage, and other charges related to shipping and delivery to receiving points as stated on the solicitation.

4) Offeror/Quoter is responsible for all shipping and delivery charges and other charges related to shipping and delivery.

5) If product point of origin for the goods is outside Thailand, quotation must include all clearance, administrative, taxes, fees and any and all demurrage and other costs, Door to Door (to the U.S. Embassy Bangkok; WRAIR-AFRIMS)

Please refer to SECTION 1, STATEMENT OF WORK for more information and requirement.

Q 2. For CLIN 5, can we provide a Cisco-compatible 10GBASE-LR SFP Module, Enterprise-Class or does it have to be Cisco branded?

a. For example, we have done orders with DEFENSE LOGISTICS AGENCY through DIBBS that accepted compatible products from approved CAGE vendors such as STARTECH (CAGE 3USB5).

b. Page 6 of the solicitation only states the required brand and model of switch but not the modules. We’re assuming that is to allow for this type of flexibility and cost savings.

A. On page 6 in paragraph 4, the compatible model is specified. Cisco recommends not using Cisco-compatible (third-party) SFP modules as other modules may cause compatibility issues and are not fully supported by Cisco Systems. For stability and full vendor support, Cisco-branded transceivers are recommended.
