About this file
This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the Naval Supply and Logistics Command to support the delivery and installation of modular warehouse office space at Naval Base Guam.
The Government seeks a Women-Owned Small Business (WOSB) contractor to deliver, offload, and assemble pre-wired, insulated modular office unit(s) designed to combine into a single, fully enclosed administrative structure, along with interior office furnishings and commercial air conditioning units. The two contract line items (CLINs) are: (0001) Modular Warehouse Office delivery and installation with minimum requirements defined in Performance Work Statement (PWS) Sections 6.1 through 6.3, and (0002) Office Furnishings and Climate Control Equipment meeting PWS Sections 6.2 and 6.4. The modular office must fit within a 16'x32' to 20'x40' footprint, pass through a 12' wide by 14' high doorway, meet structural specifications (STC 35 sound rating, R-13 wall insulation, R-19 ceiling insulation, 100 PSF floor live load), include ADA-compliant doors, and incorporate four office desks, four ergonomic chairs, and two wall-mounted 18,000 BTU air conditioning units operating at 115V. The solicitation was issued on 18 September 2026, with offer due date of 25 September 2026 at 02:00 PM, and delivery required by 30 November 2026 at Naval Base Guam (Building 3179). The Government intends to make award based on initial quotes to the responsible quoter whose quote is most advantageous considering technical capability and price, with technical capability weighted more heavily than price. Quoters must submit electronic technical proposals (15-page limit excluding specifications) and detailed pricing breakdowns in Microsoft Excel format. The contract incorporates FAR and DFARS clauses applicable to commercial products and services, includes Service Contract Labor Standards compliance requirements, Buy American provisions, and requires submission through the Wide Area WorkFlow (WAWF) system for payment processing.
