About this file

This is a Questions and Answers (Q&A) document related to a Performance Work Statement (PWS) for a facility construction project at Naval Base Guam.

The Government is soliciting proposals for the design, fabrication, and installation of a modular facility with a delivery and setup deadline of 30 November 2026 and a proposal due date of 25 September 2026. Key requirements include an 8-foot interior ceiling height, 3-inch minimum panel thickness for wall assemblies, and NFPA 70 compliance for electrical wiring. The facility must be equipped with air conditioning units (either packaged through-wall or split-system configurations acceptable at 208/230V) and interior finishes including stainless steel facings. The Government clarified that expedited air freight shipping at approximately $400,000 additional cost is not desired, and the delivery date will not be adjusted for later award dates. This is characterized as a new requirement with open competition rather than an incumbent contractor situation. The PWS was amenable to revision based on Q&A responses, with references to updated sections addressing ceiling height, interior height, and wall thickness specifications. The Government expressed no preference regarding painted versus unpainted stainless steel facings for the marine environment at the installation location.

QUESTION # DOCUMENT PAGE/ SECTION PARAGRAPH TITLE QUESTION GOVERNMENT RESPONSE

1 PWS

The PWS states that delivery and setup must be completed no later than 30 November 2026. With a proposal due date of 25 Sep 2026, that leaves approximately 4 weeks to design, provide documentation, build, ship and install. Current estimates for ground/shipboard transit from CONUS to Guam alone are 30 to 45 days door to door. This seems to make the required delivery date impossible. Is there any flexibility on the delivery date?

The delivery and setup date has been updated. Refer to PWS Section 4.1

2 PWS

As an alternative to shipboard transit, air freight can be arranged for approximately $400K additional cost, which could help meet the delivery deadline (1 week transit). Is the Government interested in expedited shipping at an additional cost?

No.

3 PWS

Does the Government already have an incumbent or preferred solution vendor in mind that can meet the required delivery date?

This is a new requirement.

4 PWS

The PWS requires an interior ceiling height of 8 ft. This would seem to eliminate customized ISO shipping container solutions, as the interior height of the containers is approximately 7 ft 10 in. Is there any flexibility in this height requirement?

The PWS will be amended to revise the interior interior height requirement.

Refer to updated PWS Section 6.1 Dimensions

PWS

6.1 Wiring Method Our standard construction runs branch circuit conductors inside the structural steel tubing of the module, with every exposed run in MC cable, all to NFPA 70. Does that satisfy the surface-mounted MC cable or EMT requirement, or does the Government require every run surface mounted?

Yes. Cabling run through the structural steel tubing of the module is acceptable, provided it complies with NFPA 70.

PWS

6.4

Air Conditioning Does the Government intend a packaged through-wall unit, or a split system with wall-mounted indoor units whose outdoor units are installed separately by others? And is a 208/230 V unit acceptable for the two 18,000 BTU units, with the circuit terminated at the distribution panel, or must both operate on 115 V?

Either a packaged through-wall unit or a split system is acceptable. A 208/230 V unit is acceptable.

PWS

4.1 Completion Date The 30 November 2026 completion date assumes an award early in October to allow factory build and ocean transit to

Guam. If award occurs later, will the Government consider a completion date set as a number of days after award?

The delivery and setup date has been updated. Refer to PWS Section 4.1

PWS

6.1 Facings Our facings are stainless steel and can be furnished painted in a neutral colour or left unpainted. Does the Government have a preference for the marine environment at Naval Base Guam?

The Government has no preference.

PWS

6.1 Wall Thickness Does a wall assembly made of a 2.5 inch insulated steel faced panel with a 1/2 inch vinyl-on-gypsum interior layer, 3 inches of wall material in total, satisfy the 3 inch minimum panel thickness?

The PWS will be amended to allow a minimum 2.5-inch thick insulated panel.

Refer to updated PWS Section 6.1 Wall and Ceiling Construction

10 General Is there an incumbent? Or is this a regular open competition bid? This is a new requirement.
