PERFORMANCE WORK STATEMENT (PWS)
PROCUREMENT, DELIVERY, AND INSTALLATION OF MODULAR IN-PLANT
WAREHOUSE OFFICES
1. SCOPE OF WORK
The Contractor shall furnish all labor, supervision, materials, tools, equipment, and transportation necessary to deliver, offload, and assemble a pre-wired, insulated modular office unit (configured into a 16’x 32’ minimum and 20’x 40’ maximum aggregate external footprint.) inside a designated warehouse facility at Naval Base Guam (NBG). The scope includes delivery, indoor mechanical erection without welding, and office furniture. This requirement does not include site work, foundation construction or repair, or utility extension.
Installation is limited to delivery, placement of the units on the existing concrete surface, and connection/setup of the manufacturer’s standard anchor system per the manufacturer’s published installation instructions.
2. BACKGROUND
NAVSUP FLCY Site Marianas requires administrative workspace directly on the warehouse floor to optimize logistical operations, improve supervision, and protect office personnel from industrial noise and climate fluctuations. The underlying warehouse floor consists of a level, load-bearing concrete slab.
3. APPLICABLE DOCUMENTS & STANDARDS
The Contractor shall comply with the most current editions of the following standards, regulations, and codes during the performance of this contract:
• Occupational Safety and Health Administration (OSHA): 29 CFR Part 1910 (General Industry Regulations).
• Base Security: Naval Base Guam Base Access & Security Regulations and Defense Biometric Identification System (DBIDS) requirements.
• Electrical Codes: National Electrical Code (NEC) / NFPA 70.
• Acoustic Standards: ASTM E90 / ASTM E413 (Standard Classification for Rating Sound Insulation / Sound Transmission Class).
• Ceiling & Material Standards: ASTM C635/C635M (Standard Specification for Metal Suspension Systems for Acoustical Tile and Lay-in Panel Ceilings).
• Industry Standards: ANSI/BIFMA (American National Standards Institute/Business and Institutional Furniture Manufacturers Association) for optional office furnishings.
4. PERIOD OF PERFORMANCE & SCHEDULE
4.1 Complete Project Milestone: All freight delivery, on-site staging, non-welded installation, physical cleanup, and assembly of furnishings shall be completed no later 30 November 2026.
4.2 Hours of Operation
All on-site activities (offloading, staging, assembly) shall be performed during base regular operating hours: Monday through Friday, 0700 to 1600 Chamorro Standard Time (ChST), excluding Federal Holidays. Any deviation from these hours requires written approval from the Contracting Officer’s Representative (COR) at least forty-eight (48) hours in advance.
In addition to these federal holidays, if the President of the United States issues an executive order closing the federal government, that date shall also be considered a recognized federal holiday (Reference Executive Order 11582 of February 11, 1971, and 5 U.S.C. 5546 and 6103(b) and other similar statues insofar as they relate to the pay and leave of employees of the United States).
4.3 Inclement Weather Conditions
Guam-based military installations close when Tropical Cyclone Condition of Readiness 1C (TCCOR 1C or TC-1C) is declared by Military Weather Station authorities. The Contractor will be required to depart military bases, remain indoors, and monitor radio/television to determine when the TCCOR changes to TCCOR SW (Storm Watch) or TCCOR AC (All Clear).
When TCCOR SW is declared by Military Weather Station authorities, the Contractor shall coordinate with the COR to restart the service within two (2) business hours, provided the restart window falls within regular operating hours. If that occurs after normal business hours, services shall begin the next normal workday at 0730.
5. BASE ACCESS SECURITY REQUIREMENTS
Contractor personnel require Defense Biometric Identification System (DBIDS) credentials for base access. This requires DoD sponsorship, identity verification, and a background check. A sponsorship letter will be provided by the command upon award.
The Contractor shall ensure all personnel assigned to perform work possess valid U.S. citizenship or legal permanent resident status with valid work authorizations and are eligible for DBIDS credentials.
