Solicitation Summary: N6264926QB001
This is a Request for Quote (RFQ) for bunkering and de-bunkering services to support fuel operations at Commander Fleet Activities Yokosuka (CFAY), US Naval Base Japan. The solicitation, issued on an unrestricted basis, is designated for Women-Owned Small Businesses (WOSB) with a NAICS code of 488390 (Other Support Activities for Water Transportation). The offer due date is 04 March 2026 at 10:00 AM, with the contract performance period running from 10 April 2026 through 09 April 2028. The primary point of contact for solicitation inquiries is Yoko Yamaguchi at 046-816-8408. This is an Indefinite Delivery Indefinite Quantity (IDIQ) single-award contract with firm-fixed-price line items. The minimum order quantity is 1,000 barrels of fuel, with a maximum quantity of 790,000 barrels across the two base years (395,000 barrels per year).
The contract encompasses 17 line items (CLINs 0001–0017 for Base Year I and CLINs 1001–1016 for Base Year II) covering bunkering services (NATO F76 and F44 JP5), de-bunkering services, detention charges, cancellation charges, return charges, oil boom services, hose rentals, oil/oily substance removal services at various times of day, tank cleaning, and multiple bunkering operations. Contractor vessels must comply with Japanese safety and environmental laws, carry appropriate cargo tanks (stainless steel, epoxy-coated carbon steel, or uncoated mild steel acceptable; no copper or copper alloys permitted), and be capable of providing six barges (three 500 kl and three 300 kl capacity) to support 2,400 kl daily delivery requirements. The contract is performance-based with a Quality Assurance Surveillance Plan monitoring safety compliance, quality control procedures, schedule adherence, and prevention of government property loss. Evaluation criteria prioritize technical capability (significantly more important), followed by price, then past performance. All quotes must be submitted electronically to the contracting officers and include formal vessel specifications, financial data, and past performance information. The Procuring Contracting Officer is Maria Crispina Mallari at NAVSUP FLC Yokosuka.

If the returned freight has occurred, return charge will compensate to the Contractor as set forth in (d). Also the cancellation charge set forth in (c) will apply in case the task order is cancelled.
