B1. The contractor shall be current and active in System for Award Management (SAM) to be eligible for award.

B2. This procurement is for Tree Trimming and Removal Services at the Naval Support Activity, Monterey, California and tenant facilities.

B3. This is a Firm Fixed-Price (FFP) Commercial Items/Services Acquisition.

B4. Services shall be procured under a FFP contract, which may be negotiated to include forecasted changes in cost elements, inflation factors, pricing, period of performance, terms and conditions.

B5. All work performed under this contract is limited to requirements listed in the Statement of Work and the annexes. Government will not permit any other work under this contract.

B6. Contract Term: This contract contains one (1) base period and four (4) optional periods. The base period of performance for tree trimming services shall be 12 months, commencing 1 August 2022, ending 31 July 2023. The Government has the option to extend the term of the contract in accordance with FAR Clause 52.217-9 “Option to Extend the Term of the Contract” (Mar 2000). Option periods are not guaranteed.

The period of performance for the base and all optional years are as follows—

Description Performance Period Duration in Months Base Period 1 August 2022 – 31 July 2023 12 months

B7. Contract Line Item Numbers, Contract Exhibit Line Items, and Sub-Contract Line Item Numbers:

a. Offerors shall enter unit prices and amounts for Contract Line Item Numbers (CLINs) and Exhibit Line Item Numbers (ELINs) as indicated in the schedules and any accompanying exhibits. ELIN unit prices must be rounded to two (2) decimal places only. If an offeror does not round ELIN unit prices to two (2) decimal places then the Government will round the prices to two (2) decimal places and the rounded prices will be used for evaluation purposes. ELIN unit prices may not be less than $0.01, unless offering “$0.00.” If an offeror proposes a unit price greater than $0.00, but less than $0.01, then the Government will round the unit price to $0.01 and that rounded price and resultant extended total price will be used for evaluation purposes.

b. In the event there is a difference between the unit price and the extended total amount, the unit price will be held to be the intended offer and the total of the CLIN and/or ELIN will be recomputed to take into account the change in the contract ELINs. If the offeror provides a total amount for an ELIN, but fails to enter the unit price, the total amount divided by the ELIN quantity will be held to be the intended unit price; although, if this calculation results in a unit price requiring more than two decimal places, the unit price will be rounded to two decimal places, and the extended total price will be recalculated in accordance with the preceding paragraph. In the event there is a discrepancy between the Section J ELIN pricing and the Section B CLIN price, the Section J ELIN will be held to be the intended offer, and the Section B CLIN will be adjusted accordingly.

c. Informational SubCLINs will be incorporated at the time of award with appropriate funding/lines of accounting.

These SubCLINS represent funding for each CLIN by customer. The contractor shall not submit totals for SubCLINs.

B8. Fully Loaded Pricing: Prices provided shall be fully loaded and no other allocations, fees, overheads, G&A, insurance, taxes, profits or any other markups shall be applied when an option is exercised or work is ordered. Costs for technical specifications 0100000 and 0200000 shall be considered overhead; therefore, their costs shall be allocated and included throughout the prices quoted for all other technical specifications.

B9. Evaluation Factors for Award: Government intends to procure services via small business competitive contracting procedures, setting aside this requirement 100% small businesses. The contracting officer will provide each awardee a fair opportunity to be considered for award of this. Award of this contract will be made to the Lowest Price Technically Acceptable (LPTA) offeror. Offerors shall provide pricing for the enclosed CLIN schedule and ELIN tables, and provide past performance information via Contract Performance Assessment Rating (CPAR) data, or a completed Past Performance Questionnaire (PPQ). A copy of the blank PPQ to be used for requesting client references is included as Attachment C.

B10. Wage Adjustments in Option Periods: This solicitation incorporates the Service Contract Act (SCA) Wage Determination. The wages are incorporated for the base period of performance only. If an option year is exercised, the most current SCA wage determination for that option year will be incorporated into the contract.

B11. A facility site walk or pre-proposal meeting will be scheduled on Thursday, 23 June 2022 at 9:30 AM (Local Time). (4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations.
