The Navy seeks a full-time Site Security Manager to plan and oversee construction security surveillance services for Building 3291, a 7,700 square-foot facility renovation at Naval Base San Diego. The contract is structured as a competitive small business set-aside with a firm fixed-price arrangement. The SSM will support construction security and accreditation for a Sensitive Compartmented Information Facility (SCIF) and Special Access Program Facility (SAPF) in compliance with Intelligence Community Directive (ICD) 705 and Department of Defense Manual 5205.07 standards. Work is scheduled for 40 hours per week (Monday-Friday, 8:00 AM-4:00 PM Pacific Time), excluding federal holidays. The contractor must provide a full-time SSM with an active Top Secret/Sensitive Compartmented Information security clearance adjudicated through a Tier 5 background investigation. The SSM must have a minimum of ten years of security experience and five years of direct ICD-705 construction project experience, with successful performance on at least three separate projects. Mandatory training certifications include a 32-hour Site Security Manager Training Course and a 40-hour Construction Surveillance Technician (CST) Training Course. Key responsibilities include developing and implementing the Construction Security Plan, conducting design reviews and risk assessments, performing acoustic and radio frequency shielding verification, managing material inspections to prevent introduction of surveillance devices, controlling uncleared labor access, and documenting all security incidents and compliance activities in digital format. Deliverables include concept approval documents, pre-construction checklists, TEMPEST checklists, the final Construction Security Plan, risk assessments, IRIS scanner system status reports, Fixed Facility Checklists, Building Operations Standard Operating Procedures, and comprehensive security documentation. Proposals must be submitted via the PIEE Solicitation Module with a deadline of August 21, 2026 at 10:00 AM local time. Evaluation will use a tradeoff source selection process based on three factors: Technical (Technical Approach and Staffing subfactors), Past Performance, and Price, with Technical and Past Performance significantly more important than Price. All offerors must provide evidence of VETS-4212 compliance and demonstrate facility security clearance eligibility or willingness to obtain required clearance through the Defense Security Service. Payment will be made electronically through the Wide Area Workflow (WAWF) system at Net 30 days following invoice certification by the Contracting Officer Representative.
