About this file

This is a Request for Quotation (RFQ) for Joint Education and Doctrine Division (JEDD) Support services for the Joint Staff J7, issued under the SeaPort-NxG multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle. Only SeaPort-NxG Prime Contract Holders with a Top Secret Facility Clearance are eligible to compete.

The solicitation employs a two-step fair opportunity evaluation process per FAR 16.505(b). Step One requires interested vendors to submit a maximum two-page description of relevant prior contract experience by June 11, 2026 at 5:00 PM EST, along with attestations of SeaPort-NxG Prime Contract Holder status and Top Secret Facility Clearance. Viable competitors determined in Step One will be invited to submit technical and cost/price quotations by July 1, 2026 at 3:00 PM EST. The Government contemplates award of a Cost-Plus-Fixed-Fee (Level of Effort) task order with a base period from September 11, 2026 through September 10, 2027, plus four optional one-year periods. The estimated total level of effort is 182,920 direct labor hours distributed across 19 labor categories at multiple locations including Suffolk, Pentagon, National Capital Region, Hampton Roads, and Maine. The base period ODC (Other Direct Costs) ceiling is $106,000 with travel costs of $40,000. Quotations will be evaluated on Performance Approach (more important) and Past Performance factors, with cost evaluated on realism. All deliverables must comply with applicable security requirements, and inspection/acceptance will occur at the Deputy Director Joint Staff J7 office in Suffolk, Virginia, with COR Kimberly Brown.

GENERAL INFORMATION

This solicitation is issued under the authority of FAR 16.5 under the Seaport program of multiple award IDIQ contracts. Only SeaPort MAC holders are eligible to participate in this solicitation process.

To the extent that the words "offer" or "proposal" appear in this solicitation, they shall be construed to mean "quote" (or "quotation"), and to the extent that the word "offeror" appears in this solicitation, it shall be construed to mean "quoter".

This requirement is being processed as a follow on requirement.

Quoters may submit questions requesting clarification of solicitation requirements via e-mail to kevin.m.

brennan21.civ@us.navy.mil. Responses to questions received will be provided via an amendment to this solicitation.

PREPARATION COSTS

This Request for Quotations (RFQ) does not commit the Government to pay for the preparation and submission of a quotation.

FAIR OPPORTUNITY EVALUATION FOR AWARD

The Navy will provide interested sources a fair opportunity IAW FAR 16.505(b) using the procedures and evaluation factors described in this provision. It's emphasized that this is a FAR 16.505 fair opportunity process intended to streamline the source selection and be minimally burdensome for both the Navy and Indefinite Delivery Indefinite Quantity (IDIQ) awardees interested in competing for this requirement. The procedures of FAR 15.3 do not apply to the source selection. While not an all-inclusive list, some examples of FAR 15.3 requirements that don't apply are the late is late rule, competitive range determinations, the FAR 15.3 rules for discussions, formal evaluation plans, and formal evaluation documentation.

The Contracting Officer will make the source selection using the following two-step process.

STEP ONE:

No later than 5:00 PM EST, 11 June 2026, interested sources must submit, on no more than two (2) (single sided) pages using a 12pt Times New Roman font, a description of their experience on prior contracts they consider most similar to the Performance Work Statement (PWS). Interested sources should use their judgement on how to best demonstrate through their two page submission that they're a viable competitor. For example, a source with relatively limited experience related to the PWS could address how it has the commitment of key personnel or other contractors with more relevant experience.

Step One submissions must also attest that the interested vendor is a SeaPort NxG Prime Contract Holder, and the contract number must be provided within the submission. Submissions that do not provide such attestation may be determined ineligible to participate in Step Two.

Additionally, sources must demonstrate that they possess a Top Secret Facility Clearance (FCL). Submissions that do not provide such attestations may be determined ineligible to participate in Step Two

The Contracting Officer will evaluate each submission and determine which sources are viable competitors for award. The Contracting Officer may communicate with competitors, without regard to the rules of FAR 15.3 concerning competitive range determinations and discussions, if such communications will enhance the Contracting Officer’s determination of whether the quoter is a viable competitor for award. A determination a

N0018926RD013

competitor is nonviable doesn't necessarily mean the Contracting Officer believes the competitor can't successfully perform the PWS. A competitor could be determined nonviable because of their experience relative to other competitors. The Contracting Officer will notify those sources determined nonviable that they are eliminated from further consideration, and invite sources determined viable to submit a quote in response to Step-Two.

Step One submissions shall be emailed to kevin.m.brennan21.civ@us.navy.mil in .PDF format. The deadline for Step One submissions is 11 June 2026 at 5:00 PM EST.

STEP TWO:

Upon the completion of Step One, the Contracting Officer will request the information detailed in Sections L and M of the Request for Quotations from the viable competitors. Refer to Section L for entirety of instructions and Section M for evaluation criteria. In addition to the information submitted by competitors, the Contracting Officer may consider other information reasonably related to the evaluation factors, to include the personal knowledge of the competitor’s commercial and Government customers, and past performance databases. The Contracting Officer isn’t obligated to evaluate all information submitted from each competitor. For example, the Contracting Officer may curtail evaluation of a competitor’s submission if at any point the Contracting Officer determines the competitor’s quote is unlikely to represent the best value.

The Contracting Officer may communicate with a competitor at any time during Steps One and Two without regard to the FAR 15.3 rules concerning competitive range determinations and discussions. The Contracting Officer may also identify the competitor whose quote is likely to represent the best value and hold negotiations solely with that firm to finalize the order and/or negotiate more favorable terms for the Government. Any quotations received from firms that were determined not viable during Step One and not invited to submit a quotation based on the review conducted during Step One will not be evaluated and immediately disqualified for consideration in this requirement. Firms determined viable will be requested to submit a technical and cost/price quotation via e-mail to kevin.m.brennan21.civ@us.navy.mil.

(c) The Estimated Total Hours include overtime and subcontracting hours but exclude holidays, sick leave, vacation days and other absences; or other non-productive time.

(d) The number of hours expended per month may fluctuate in the pursuit of performance of the contract performance work statement, provided that such fluctuation does not result in the utilization of the total hours of effort prior to the expiration of the contract. The number of hours for any labor category may be utilized by the contractor for any other labor category if necessary in performance of the contract.

(e) The contractor shall not be obligated to continue performance beyond the Estimated Total Hours, except that the Contracting Officer may require the contractor to continue performance in excess of the Estimated Total Hours until the total estimated cost has been expended. The government will not be obligated to pay fee on any hours expended in excess of the Estimated Total Hours. Any hours expended in excess of the Estimated Total Hours shall be excluded from all fee computations and adjustments. The Contracting Officer may also require the contractor to continue performance in excess of the total estimated cost until the Estimated Total Hours have been expended. In no event, however, will the Contracting Officer, pursuant to this paragraph (e), require the contractor to continue performance in excess of the Estimated Total hours if the Contracting Officer is requiring or has required the contractor to continue performance in excess of the total estimated cost. Nor will the Contracting Officer, pursuant to this paragraph

(e), require the contractor to continue performance in excess of the total estimated cost if the Contracting Officer is requiring or has required the contractor to continue performance in excess of the Estimated Total Hours. The Contracting Officer may extend the period of performance in order to expend either the total estimated cost or the Estimated Total Hours.

(f) If at any time during the performance of this contract the contractor expends in excess of 85% of the available estimated hours of direct labor, the contractor shall immediately notify the Contracting Officer in writing. Nothing herein shall be construed to alter or waive any of the rights or obligations of either party pursuant to the clause entitled "Limitation of Cost" and/or "Limitation of Funds."

PAYMENT OF FIXED FEE

The fixed fee for work performed under this contract is $__*__ provided that approximately __**__ hours of technical effort are employed by the contractor in performance of this contract. If substantially fewer than __**__ hours of technical effort are employed, the fixed fee shall be equitably reduced to reflect the reduction of work. The Government shall make monthly payments of the fixed fee at the rate of $__***__ per direct labor hour invoiced by the contractor. All payments shall be in accordance with the provisions of FAR 52.216-8, "Fixed Fee," and FAR 52.216-7, "Allowable Cost and Payment." Payments shall be subject to the withholding provisions of Paragraph (b) of FAR 52.216-8, provided that the total of all such monthly payment shall not exceed eighty-five (85%) percent of the fixed fee. Any balance of fixed fee due the contractor shall be paid to the Contractor, and any over-payment of fixed fee shall be repaid to the Government by the Contractor, or otherwise credited to the Government at the time of final payment.

LIMITATION OF GOVERNMENT'S OBLIGATION (APR 2014)

(a) Contract line item(s) is/are incrementally funded. For this/these item(s), the sum of $ ____[Contracting Officer insert after negotiations] ____ of the total price is presently available for payment and allotted to this contract. An allotment schedule [Contracting Officer insert after negotiations] is set forth in paragraph (j) of this clause.

(b) For item(s) identified in paragraph (a) of this clause, the Contractor agrees to perform up to the point at which the total amount payable by the Government, including reimbursement in the event of termination of those item(s) for the Government's convenience, approximates the total amount currently allotted to the contract. The Contractor is not authorized to continue work on those item(s) beyond that point. The Government will not be obligated in any event to reimburse the Contractor in excess of the amount allotted to the contract for those item(s) regardless of anything to the contrary in the clause entitled "Termination for Convenience of the Government." As used in this clause, the total amount payable by the Government in the event of termination of applicable contract line item(s) for convenience includes costs, profit, and estimated termination settlement costs for those item(s).

(c) Notwithstanding the dates specified in the allotment schedule in paragraph (j) of this clause, the Contractor will notify the Contracting Officer in writing at least ninety days prior to the date when, in the Contractor's best judgment, the work will reach the point at which the total amount payable by the Government, including any cost for termination for convenience, will approximate 85 percent of the total amount then allotted to the contract for performance of the applicable item(s). The notification will state (1) the estimated date when that point will be reached and (2) an estimate of additional funding, if any, needed to continue performance of applicable line items up to the next scheduled date for allotment of funds identified in paragraph (j) of this clause, or to a mutually agreed upon substitute date. The notification will also advise the Contracting Officer of the estimated amount of additional funds that will be required for the timely performance of the item(s) funded pursuant to this clause, for a subsequent period as may be specified in the allotment schedule in paragraph (j) of this clause or otherwise agreed to by the parties. If after such notification additional funds are not allotted by the date identified in the Contractor's notification, or by an agreed substitute date, the Contracting Officer will terminate any item(s) for which additional funds have not been allotted, pursuant to the clause of this contract entitled "Termination for Convenience of the Government."

(d) When additional funds are allotted for continued performance of the contract line item(s) identified in paragraph (a) of this clause, the parties will agree as to the period of contract performance which will be covered by the funds. The provisions of paragraphs (b) through (d) of this clause will apply in like manner to the additional allotted funds and agreed substitute date, and the contract will be modified accordingly.

(e) If, solely by reason of failure of the Government to allot additional funds, by the dates indicated below, in amounts sufficient for timely performance of the contract line item(s) identified in paragraph (a) of this clause, the Contractor incurs additional costs or is delayed in the performance of the work under this contract and if additional funds are allotted, an equitable adjustment will be made in the price or prices (including appropriate target, billing, and ceiling prices where applicable) of the item(s), or in the time of delivery, or both. Failure to agree to any such equitable adjustment hereunder will be a dispute concerning a question of fact within the meaning of the clause entitled "Disputes."

(f) The Government may at any time prior to termination allot additional funds for the performance of the contract line item(s) identified in paragraph (a) of this clause.

(g) The termination provisions of this clause do not limit the rights of the Government under the clause entitled "Default." The provisions of this clause are limited to the work and allotment of funds for the contract line item(s) set forth in paragraph (a) of this clause. This clause no longer applies once the contract is fully funded except with regard to the rights or obligations of the parties concerning equitable adjustments negotiated under paragraphs (d) and (e) of this clause.

(h) Nothing in this clause affects the right of the Government to terminate this contract pursuant to the clause of this contract entitled "Termination for Convenience of the Government."

(i) Nothing in this clause shall be construed as authorization of voluntary services whose acceptance is otherwise prohibited under 31 U.S.C. 1342.

The quoter should also detail its approach to providing personnel that demonstrate compliance with the minimum personnel qualifications of the PWS, and address the employment status of personnel (i.e., currently employed by quoter, quoted with a signed Letter of Intent, candidate identified but not interviewed, etc.). The quoter should describe any risks associated with the solicitation, including the PWS and any risks associated with implementation of the quoter's performance approach; describe any techniques and actions to mitigate such risks; and explain whether the techniques and actions identified for risk mitigation have been successfully used by the quoter. Relevant past performance is performance under contracts or efforts within the past five years that is of similar scope, magnitude, and complexity of the work described by this solicitation.

The offeror should complete a "Past Performance Information Form" for each reference submitted. The Offeror should provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the solicitation. The offeror should also provide information on any problems encountered on the identified contracts or efforts and the offeror's corrective actions. The Offeror may identify contracts or efforts for its proposed subcontractors among the three (3) past performance references provided in its quotation. If past performance references are provided for a subcontractor, the offeror's quotation should detail clearly the aspects of the work in the solicitation that the subcontractor is proposed to perform. It is the contractor's responsibility to adequately explain the relevance of a reference provided for a subcontractor's past performance to the effort that the subcontractor is proposed to perform under the solicitation.

The "Past Performance Information Form" is an attachment to the solicitation. The forms will count toward the Volume I page limit described above.

For additional information regarding a particular reference beyond that which will fit on the form, the offeror may continue onto additional sheets of paper. Such continuation sheet(s) for submitted references will count toward the Volume I page limit. Only a single set of up to three references shall be submitted.

Contract references for IDIQ contract vehicles shall provide the basic contract number and task order number. Such references that do not provide this information will not be reviewed or considered. For example, an IDIQ contract number, GSA Schedule contract, or BPA number will not be considered since performance occurs at the task order level.
