The document clarifies the Top Secret Facility Clearance (FCL) attestation requirement referenced in Section A of the solicitation. In response to vendor questions about submission requirements, the Government confirmed that Step One submissions require only a simple attestation statement indicating whether the offeror does or does not possess a Top Secret Security Facility Clearance. No supporting documentation or proof of the clearance must be submitted during the Step One phase of the procurement.

Questions and Answers

Q. Section A states that sources must demonstrate possession of a Top Secret Facility Clearance (FCL), and further references the need to provide an attestation. Can the Government please clarify whether an offeror’s attestation of its Top Secret FCL is sufficient for Step One, or whether supporting documentation/proof of the FCL must also be provided?

A. No documentation is required to be submitted via Step One submissions. Vendors must simply attest that they do or do not possess a Top Secret Security Facility Clearance.
