PERFORMANCE WORK STATEMENT

NCTAMS LANT

BLDG. MB-100 ELECTRONIC SECURITY SYSTEM RECONFIGURATION

1.0 INTRODUCTION: INTRODUCTION: Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT) delivers and defends responsive, resilient, and secure computer and telecommunications systems, providing information superiority for global, maritime and joint forces. NCTAMS LANT provides classified and unclassified voice, messaging, data and video to ships, submarines, aircraft and ground forces operating worldwide in support of Naval and Joint missions.

NCTAMS LANT's vision is to be a world-class communications infrastructure that ensures information superiority by providing assured command and control to operational forces globally throughout all dimensions of warfare.

2.0 BACKGROUND: The current system cannot fully support all ESS functions reliably, causing frequent outages and loss of signal events. NCTAMS LANT Electronic Security System currently operates using Lenel S2 8.0 software running on Windows 10.

NCTAMS LANT's daily traffic severely taxes the current hardware, configuration, and outdated software leading to frequent outages and loss of signal and or communication errors. Camera .221 is a panoramic camera that only points down and doesn't provide adequate coverage. Because of this, camera .209 was repositioned to make up for .221's degradation. As such, the loss of .209s original zone of coverage leads to an overall degradation of situational awareness at our main entrance. Network Attached Storage (NAS) is necessary to ensure that 30 days of video storage is achieved per DoDM 5200.3.

3.0 SCOPE OF WORK: Install is necessary to facilitate the expedient processing of access control functions, alarm monitoring, and Electronic Security System (ESS) reliability. Operating from clients instead of dedicated servers and utilizing inferior 8 port switches versus 24 port switches which provide higher quality limits, available bandwidth, and volume which affects everything from speed to reliability.

3.1 TASK:.

3.1.1 Program Manager shall identify and provide a written report of any pre-existing conditions within thirty (30) calendar days of start performance period. Provide schedule and timeline for planned work with weekly COR updates.

3.1.2 Engineering Technician should install three (3) 24 port switches; Install two (2) Gen 11 servers to replace Electronic Security System Lenel 8.3 desk top servers; Install Network Attached Storage (NAS) hardware; Switch out panoramic camera .221 for Point Tilt Zoom (PTZ) camera and mount, test connectivity and troubleshoot if required

3.1.3 Network Security Engineer should be programming Hardware; Upgrade Lenel S2 8.0 to Lenel S2 8.3; Upgrade Windows 10 to Windows 11; Upgrade current 2019 SQL to 2022 SQL; Create two domains encompassing all workstations on two separate ESS' using Active Directory with centralized maintenance and control; Establish three (3) VLANs per ESS system to separate functions to improve reliability and increase efficiency, test connectivity and troubleshoot if required;

3.1.4 Drafter should provide all services and materials will be provided by contractor along with final diagrams (red line drawings) of completed work, required to ensure functionality to provide a "normal operating condition".
