Delivery required before end of August 2026
Executive Overview
The control boards for the theatrical lighting system installed at Alumni Hall and Mahan Hall Audtiorium at the United States Naval Academy (USNA) are outdated, obsolete and failing. The three (3) boards currently in place--two in Alumni (theater and arena) and one in Mahan-- have far exceeded expected service life. System failures are becoming more frequent and attempts to repair the current boards have been unsuccessful.
Upgrading the software on the current panels is becoming increasingly difficult, and replacement parts for failing portions of the boards are no longer available.
To optimize the Alumni Hall Staff's ability to continue to provide first-rate support of a wide range of events, it is vital to replace these control boards as soon as possible. Replacement panels will be compatible with current systems, and forward compatible with future system upgrades. Panels in both venues should match to allow for consistency of operation, interoperability, and redundancy.
Performance Work Statement (PWS)
Vendor will provide three (3) lighting system control panels that meet the following specifications:
- foot print no larger than 18"h x 35"w x 25"d, weight less than 70lbs
- multiple 5 pin DMX connections at the back of the console.
- at least 2 universes of DMX 512.
- at least 5 physical faders for live manual control of lighting looks with configurable label displays and pages.
- faders must be expandable via fader wings for future adaptability.
- must also be able to record sequential cue lists for repeatable shows.
- easily configurable control for non-intensity parameters, including encoders for the most commonly used parameters.
- external touch screen monitors.
- internal touch screen displays for easy navigation.
- must accept xml patch files from outside groups and import from drafting and lighting database files.
Vendor will be available to provide on-site repair services, as needed.
Finally, vendor will provide on-site user training to Alumni Hall staff upon delivery and installation of the control boards.

INSTRUCTIONS FOR SUBMISSIONS OF QUOTES:
(1) Quote shall be submitted electronically no later than the due date of the solicitation via email to samuel.a.mccune3.civ@us.navy.mil
(2) Quoters shall comply with the detailed instructions for the format and content of the quotes contained herein; quotes that do not comply will be considered unacceptable and may render the quote ineligible for award.
(3) Price quotes will be due on the closing date of subject RFQ and must be held firm for thirty (30) days
(4) Quoters shall submit any terms and conditions, licensing agreements, terms of service, or any other documents that are required for the requirements in the solicitation to be met with the quote.

It is requested that all questions be received by 12:00 PM, Eastern Standard Time, on July 27, 2026, as time may not permit responses to questions received after that date to be prepared and issued prior to the receipt of Quotes. Questions received after the deadline may or may not be answered at the discretion of the Government.
QUOTE CONTENT:
The quote should contain the following items in addition to other information required by this solicitation.
The Quote should indicate the following:
Solicitation Number Name and Address of Quoter, and Cage Code Point of Contact name, telephone number, and email address Quote valid of 30 days following the solicitation closing date Any terms and conditions, licensing agreements, terms of service, etc.
Country of Origin
Factor I- Technical
An acceptable quote shall meet all the requirements of the solicitation. The vendor shall provide delivery lead times to meet the required delivery date. If vendor cannot meet the required delivery date, the quote shall explicitly state that the required delivery date cannot be met and shall give the most favorable lead time available. This factor shall address the technical factors and include all information required for Quote evaluation. This section of the Quote shall exclude any reference to the price aspects of the quote. The quote shall meet all specifications listed in the Performance of Work Statement (PWS). Additionally, offerors must be able to meet the delivery requirements stated in the PWS and solicitation.
The requirement is a 100% Small business set-aside; therefore, ONLY small businesses under NAICS are permitted to QUOTE.335139
Volume II - Price Submission
This volume shall include completed solicitation documents and additional supporting documentation described below:
1. Completed price list that provides individual pricing for each CLIN as detailed in the combined synopsis/solicitation.
2. All supplemental information to support the quoted price.
3. Unless competed in SAM, RFP, Representations, Certifications and Other Statements of Offerors completed by the quoter.
A vendor's quoted price will be determined by adding all extended amounts for all CLIN(s) which are comprised of all items listed within the quote. All price information shall be contained in the price quote. No price information shall be included in any other section including cover letters. The importance of price as an evaluation factor is significant in that the degree of importance of price will increase with the degree of equality of the quotes in relation to the other factors on which selection is to be based. The importance of price will also increase when a vendor's price is so significantly high as to diminish the value to the Government that might be

mailto:samuel.a.mccune3.civ@us.navy.mil mailto:samuel.a.mccune3.civ@us.navy.mil gained under the other aspects of the quote. If, at any stage of the evaluation, all vendors are determined to have submitted equal, or virtually equal, quotes, price will be the factor in determining which vendor shall receive the award.
Price will be evaluated in accordance with FAR Part 12. The Government may evaluate any and all information submitted by the quoter to support the reasonableness of prices quoted. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer. Additionally, the government may request quoters to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items or uncertified cost and pricing data. Failure to submit the requested information may result in disqualification of the submitted quote.
The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low-price quote which indicates that quote may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes, conduct a price, past performance tradeoff, and award to other than the lowest price quote.

Nothing in this provision limits the Contracting Officer's discretion to rely on information available from other sources (e.g., past performance databases, discussions with other entities familiar with the quoter) or to use any other technique described FAR 9.1 when determining whether the quoter satisfies the FAR 9.104-1 general responsibility standards. Nothing in this provision limits the Contracting Officer's discretion.
