Section M - Evaluation Factors for Award

M.1. BASIS FOR AWARD

One (1) award will be made to the responsible Offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will use the Lowest Price Technically Acceptable (LPTA) source selection process for this procurement in accordance with FAR Parts 12 and 13. The award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors.

M.2. EVALUATION FACTORS

The following factors shall be used to evaluate quotes:

- Factor 1: Technical Acceptability

- Factor 2: Past Performance

- Factor 3: Price

M.3. EVALUATION APPROACH

M.3.1. Factor 1: Technical Acceptability

The Government will evaluate the technical quote to determine whether the Offeror's proposed approach meets the minimum requirements of the solicitation and SOW. Technical quotes will be rated on a strict pass/fail basis:

Acceptable: The quote clearly meets the minimum requirements of the solicitation.

Unacceptable: The quote does not clearly meet the minimum requirements of the solicitation.

Note: To be considered for award, a quote must receive an "Acceptable" rating for Factor 1.

M.3.2. Factor 2: Past Performance

Past performance will be evaluated to determine the Government's level of confidence in the Offeror's ability to successfully perform the required effort based on their record of recent and relevant performance. In an LPTA evaluation, past performance is evaluated on an "Acceptable" or "Unacceptable" basis:

Acceptable: Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown.

Unacceptable: Based on the offeror's performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance, which will be considered "Acceptable."

M.3.3. Factor 3: Price

Price will not be adjectivally rated but will be evaluated for reasonableness, completeness, and Total Evaluated Price (TEP).

Completeness: The Government will review the pricing submissions to ensure all required information is provided across all CLINs.

Reasonableness: The Government will evaluate the proposed prices to determine if they are fair and reasonable. Techniques such as price competition, comparison to historical prices, or comparison to the Independent Government Estimate (IGE) may be used.

M.3.4. Evaluation Process (LPTA Methodology)

The evaluation will proceed in accordance with the following sequential steps:

1. All received quotes will initially be sorted by Total Evaluated Price (TEP) from lowest to highest.

2. The Government will evaluate the lowest-priced quote for Technical Acceptability (Factor 1) and Past Performance (Factor 2).

3. If the lowest-priced quote is determined to be "Acceptable" for both Technical and Past Performance, the Government will evaluate its price for reasonableness.

4. If the lowest-priced, acceptable quote has a fair and reasonable price, no other quotes will be evaluated, and this Offeror will be selected for award.

5. If the lowest-priced quote is determined to be "Unacceptable" in either Technical or Past Performance, the Government will evaluate the next lowest-priced quote. This process will continue iteratively until an acceptable quote is identified.

Price

(b) . The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the Options (if applicable) basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) . A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in Notice of award the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
