ASSEMBLY SERVICES
1.0 Introduction and Background
This Performance Work Statement (PWS) outlines the requirements for the assembly of Government-furnished C-Frame fall-protection systems.
The Government (Marine Aerial Refueler Transport Squadron 252 / VMGR-252) has acquired eight (8) Government-Furnished 3M DBI-SALA C-Frame Fall Protection Systems (Model: 8517709 & 8530843), which are currently disassembled and stored on-site. These systems are critical safety devices, acting as an over-the-wing crossbar to which a service member's lanyard and harness are attached while working on C-130 aircraft.
This inventory consists of two variations:
Four (4) 25' Standard/Fixed C-Frames [8517709] Four (4) 16-26' Adjustable C-Frames [8530843]
2.0 Scope of Work
The Contractor shall provide all labor, tools, and supervision required to safely unbox, assemble, and inspect eight (8) Government-owned 3M DBI- SALA C-Frame Fall Protection Systems (Model: 8517709 & 8530843). All assembly work must be completed in strict accordance with the 3M DBI-SALA manufacturer specifications, OSHA regulations, and flightline safety protocols.
3.0 Period and Place of Performance
3.1 Period of Performance: The Government's desired timeline for completion of all assembly tasks is five (5) business days from the commencement of work. Offerors are encouraged to propose their own realistic schedule in their quote based on manufacturer guidelines and industry best practices for safe assembly. The final, binding Period of Performance will be established at contract award based on the successful Offeror's proposed schedule.
3.2 Place of Performance: The flightline at the designated Marine Corps Air Station (MCAS) Cherry Point, Hangar 250.
4.0 Specific Tasks
The Contractor shall perform the following tasks:
4.1 Mobilization and Coordination: Coordinate with the Government Point of Contact (POC) to schedule flightline access, obtain base passes, and verify the physical location of the packaged C-Frame boxes.
4.2 Equipment and Personnel: Provide all hand and power tools required to safely assemble the C-Frame kits. Note: The Government will provide one (1) forklift as GFE for heavy lifting during assembly; the to operate the Government-Contractor shall provide a qualified/licensed operator furnished forklift. Ensure all personnel performing the assembly have verifiable technical experience assembling, maintaining, or certifying 3M DBI- SALA or equivalent industrial fall protection systems. The Contractor shall provide proof of manufacturer-authorized training ands 3M certification upon request.
4.3 Unboxing and Assembly: Carefully unbox the eight (8) systems and assemble them on-site. Assembly must strictly adhere to the specific 3M DBI-SALA Technical Assembly Manual for Model 8517709 & 8530843.
4.4 Certified Post-Assembly Inspection: Conduct a joint physical inspection of each assembled C-Frame with the Government POC. The Contractor must verify and certify that each unit is structurally sound, properly torqued, and compliant with 3M's factory safety tolerances for this specific model.
4.5 Site Restoration and Cleanup: The Contractor shall collect, consolidate, and dispose of all manufacturer packaging, crates, bands, and debris. Disposal requires the Contractor to remove all materials from the installation; the Contractor is prohibited from using Government dumpsters. The flightline work area must be left completely free of Foreign Object Debris (FOD).
4.6 Safety and FOD Prevention: All work will be performed in a flightline/hangar environment. The Contractor shall strictly adhere to all FOD prevention protocols. The Contractor must maintain positive control of all tools, hardware, and debris at all times. A daily tool inventory and FOD walk-down of the immediate assembly area shall be conducted prior to the Contractor departing the site.
5.0 Health and Safety
5.1 Personnel Protective Equipment (PPE): The Contractor shall provide the minimum PPE for Contractors working in the Activity's office spaces and potential industrial shop areas while performing tasks described in the PWS. The minimum required PPE consists of: Safety Glasses, Ear Plugs and Safety Shoes.
5.1.1 Occupational Safety and Health Administration (OSHA): Occupational Health and Safety Advisory Services (OHSAS) 18001:1999 - B.3.6 International Labor Organization Occupational Safety and Health (ILO-OSH) Section 3.10 Hazard prevention, 3.10.1 Prevention and control measures - The ILO-OSH Guidelines recommend the implementation of preventive and protective measures to control hazards and risks. These are listed in an order of priority from 3.10.1 (a) elimination of the hazard/risk to 3.10.1 (d) provision of PPE. Safety glasses with side-shields and safety shoes are the minimum PPE required in all industrial shops unless it is specifically exempted. The requirement for safety shoes and glasses is "at all times" not just when employees are doing hazardous processes. Hearing protection is always required in the shops designated 100% hearing protection and whenever noise hazards are encountered. These requirements apply to all personnel entering the shops, including maintenance, visitors, and QA. The only exempted areas are the headquarters offices that non- industrial workers must travel through to get to their workstations. Aisles that cut through industrial shops are included in the PPE requirement. Employees who sponsor and/or escort visitors shall ensure visitors are equipped with required PPE.
5.1.2 Safety Glasses: Safety glasses must meet American National Standards Institute (ANSI) Z 87 requirements. Side shields/side protection is required. Sunglasses, personal glasses, and safety glasses with side shields removed do not qualify. Sunglasses, even if ANSI approved, are not to be worn inside.
5.1.3 Safety Shoes: Normally, shoes are stamped in the tongue of the shoe. The Contractor shall check shoes to ensure they have the correct stamp for compliance.
Acceptable stamps for shoes include the following:
Male/Female ANSI Z41 1/75 C/75
Male ASTM F2413-05 M I/75 C/75
Male ASTM F2412-05 M 175 C/75

Female ASTM F2412-05 F 1/75 C/75
5.1.4 PPE Condition: The Contractor is required to ensure that their employees have all PPE required for the Activity's office and industrial workspaces. The Contractor must ensure the PPE is in good condition. The Contractor is responsible for ensuring that their employees are trained in the use and limitations of their PPE and that all other requirements of the Occupations Health Standards 29 Code of Federal Regulations (CFR) 1910 are met. Occupations Health Standards 29 CFR 1910 can be found on the OSHA web site.
5.2 Housekeeping: The Contractor shall be responsible for cleaning, housekeeping and maintaining all assigned spaces not specifically designated as military-only spaces. For health and safety, spaces shall be kept in a clean, neat, and FOD free condition meeting acceptable standards as prescribed by the Naval Aviation Maintenance Program (NAMP) and local command procedures. At no time will hoses, power cords, materials, etc. be permitted to create tripping hazards in areas of the work site. The Contractor is responsible for the cleanliness of all areas disturbed during the work process. Periodic zone inspections will be conducted by the Government to ensure proper cleanliness, upkeep, and usage of Government spaces used by the Contractor.
5.3 Government Notification: In those cases where a Contractor determines that solving a safety or health problem is beyond their control, but within the control of the Government, the Contractor shall notify the Officer In Charge, Squadron Maintenance Control Section.

1.2 Marine Corps Installations transitioned to Defense Biometric Identification System (DBIDS) control system
Marine Corps Installations across the region have transitioned to a government-owned access control system called Defense Biometric Identification System (DBIDS). This new and enhanced system has replaced RAPIDGate and MCESS for contractors and other non- DoD-affiliated personnel requiring installation access. DBIDS is installed at more than 320 sites with over 5 million registered personnel and unlike previous systems, this one is a free service.
Beginning May 7, 2025, Marine Corps Air Station Cherry Point will enforce the REAL ID Act, which requires visitors and non-permanent party personnel to have a REAL ID compliant driver's license or identification card to enter the installation.
The requirement will largely affect visitors over the age of 18 that include delivery drivers, third-party contracted workers, and public and private guests trying to enter the installation.
Here's what you need to know:
CURRENT DOD ID CARD HOLDERS
- If you currently hold a valid Common Access Card (CAC), dependent ID card, reserve ID card, or retiree ID card, issued by the Defense Enrollment Eligibility Reporting System (DEERS), no further action is required.
- You will be automatically enrolled in DBIDS when your ID card is initially scanned at the gate. Expect a one-time delay of 3-6 seconds as the DBIDS system initially registers your information.
CURRENT CONTRACTORS
- DBIDS credentials will be valid for the duration of your contract, not to exceed five years; however, re-vetting of individuals' information will occur each year.
NOTE: Flight line access will still be granted at Physical Security using the procedures already in place.
NEW CONTRACTORS
- DBIDS credentials will be issued beginning September 24, 2018
- New contractors requiring access for over 60 days will receive a credential valid for up to one year.
- New contractors requiring access for less than 60 days will receive a temporary paper pass.
If you are a new contractor seeking enrollment into DBIDS, please contact the Contractor Vetting Office at (252) 466- 4685/5921/3066/3461.
