About this file
This is Standard Form 30, Amendment 0001 to a federal solicitation, issued by the Commanding General, Marine Corps Base Camp Lejeune, North Carolina on September 9, 2026. The amendment modifies solicitation M6700126Q00136 dated September 2, 2026, and extends the response deadline from 11:00 AM on September 10, 2026 to 4:00 PM on September 11, 2026.
The amendment addresses seven vendor questions and government responses regarding the assembly and installation of eight C-Frames at Hangar 250, Camp Lejeune. Key clarifications include: the eight C-Frames are new, factory-packaged systems currently stored on-site in original manufacturer packaging; the government will not provide a separate inventory list but items are in original packaging; contractor responsibility is limited to installing present and serviceable components, with no obligation to source or replace deficient components; completion date flexibility is available within the stated performance period per the Performance Work Statement; work may be conducted inside or outside Hangar 250 depending on space availability; specific state licensing requirements should be referenced in section 4.2 of the solicitation; and 3M certification is not a requirement for award, though offerors should reference the Equipment and Personnel and Authorized Servicer sections of the RFQ. Contracting Officer Larry Davis signed the amendment on September 9, 2026.

Miscellaneous text in this section has been modified to:
Question 1: Can you please confirm whether the eight C-Frames are new, factory-packaged systems or were they previously assembled that have been disassembled and stored?
Response: Yes, the eight (8) C-Frames are currently stored on-site in their original manufacturer packaging.
Questions 2: Will the Government provide a complete inventory list and confirm that all required components, fasteners, hardware, manuals, and accessories are present?
Response: The eight (8) C-Frames are currently stored on-site in their original manufacturer packaging.
Questions 3: If components are found to be missing, damaged, or unusable during assembly, how will such conditions be handled contractually?
Response: If components are found to be missing, damaged, or unusable during assembly, the contractor's responsibility will be limited to installation of components that are present and serviceable. The contractor will not be responsible for sourcing, repairing, or replacing deficient components, or for completing an assembly when required components are unavailable or unusable. Depending on the condition, the assembly will either be returned to its original condition or left as-is until parts can be sourced and a separate contract processed. Any such issues should be reported to Maintenance Control for a final determination.
Questions 4: Is the Government expecting completion within five business days after mobilization, or is any completion date within the stated performance period acceptable?
Response: Refer to paragraph 3.1 Period of Performance of the Performance Work Statement (approximately on page 4)

Response: Refer to paragraph 4.2 Equipment and Personnel
Questions 7: Is being a 3M certified installer a requirement for award on this solicitation?
