Marine Corps Installation (MCI) West, Regional Contracting Office (RCO), Camp Pendleton, CA, is issuing Request for Quotation (RFQ) to Procure service for Tactical Combat Casualty Care (TCCC). This acquisition is conducted in accordance with FAR Part 12 (Acquisition of Commercial Products and Commercial Services).
This solicitation incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 13 March, 2026 and Defense Federal Acquisition Regulation Supplement (DFARS) Change Notice (DCN) dated 7 May, 2026.
Basis For Award. The Government intends to award a single Firm-Fixed-Price (FFP) Purchase Orders to the responsible quoter whose quotation represents the best value to the government, considering price and other factors (technical capability).
The Government intends to evaluate quotations and make award without discussions. Accordingly, quoters are encouraged to submit their best technical and pricing terms in their initial quotation.
The Government reserves the right to conduct clarifications or discussions if determined to be in the Government's best interest.
The Government reserves the right to make award by individual CLIN, group of CLINs, or on an aggregate basis, and to make one or more awards if determined to be in the best interest of the Government.
Evaluation Factors.
1. Factor 1: Technical Capability: Technical Capability will be evaluated on the quoter's ability to meet or exceed the requirements specified in in the Performance Work Statement (PWS).
IMPORTANT: If the quoter simply restates the requirements in the section of the PWS, the quoter's quote will receive a technical rating of Unacceptable. A capabilities statement is not an acceptable technical quote.
The technical capability will be evaluated using the below ratings.
RATING DESCRIPTION
ACCEPTABLE The quotation clearly demonstrates the ability to meet all material requirements of the solicitation
UNACCEPTABLE The quotation fails to meet one or more material requirements of the solicitation
2. PRICE: Quoter shall provide pricing for all Contract Line Item Numbers (CLINs) identified in the SF 1449 RFQ. Unit price, extended prices, and total prices shall be completed for all applicable CLINs.
The Government will conduct a price analysis evaluating the total proposed price of each quotation to determine whether the total proposed price is fair and reasonable.
3. : The Government will evaluate quotations using the following process:Evaluation Process
First, The Contracting Officer will review quotes to determine if each quoter has submitted a responsive quote. To be responsive, quoters must submit all the documentation identified above by the RFQ close date/time shown in block 8 of the SF1449. A quote may be eliminated from competition without further consideration if it does not meet the responsiveness requirements outlined in 52.212-1 Addendum.
Quotes that have been determined responsive will be ranked in order from lowest to highest based on the total proposed price (TPP). The lowest TPP quotation will then be evaluated for technical capability and receive a rating of Acceptable or Unacceptable based on the criteria in the Technical Capability section above.
If the lowest TPP's technical quote is rated acceptable, the Government will then evaluate pricing to determine fair and reasonableness per FAR 12.204.
If the lowest TPP's is evaluated to have an acceptable technical quotation and fair and reasonable prices, the Government will complete a responsibility determination in accordance with the criteria specified in FAR 9.104-1. If found responsible, the Government may make an award without evaluating any remaining quotations.
If the lowest TPP quotation is assigned an unacceptable rating, or if the price is determined not fair and reasonable, or if the Quoter is found to be non-responsible, the Government will evaluate the next lowest TPP's quotation. This process will continue (in ascending order) until a quotation is evaluated to have an acceptable technical rating, fair and reasonable pricing per FAR 12.204, and the quoter is deemed responsible or until all quotations have been evaluated.
Incomplete quotations or quotations that fail to comply with the solicitation requirements may be determined ineleigible for award.
The Government reserves the right to make no award, depending on the quality of the quotes submitted and availability of funds for the requirement.
