About this file
This is a Questions and Answers document for RFQ Solicitation M0068126Q0063 titled "Tactical Combat Casualty Care – Advanced Medical Training" issued by the U.S. Marine Corps. The document clarifies key training requirements and vendor qualification criteria for potential contractors bidding on live-tissue medical training services. The solicitation requires vendors to conduct advanced tactical combat casualty care training for 45 students in a single, continuous 0800-1600 training day while maintaining a 4:1 Subject Matter Expert-to-student ratio throughout the entire class period. Each of the 45 students must personally perform and be individually assessed on live-tissue interventions. All students must be physically present for the entire training window, and patient models must comply with all Performance Work Statement (PWS) requirements. The Government does not mandate specific minimum numbers of live models, hands-on repetitions per student, or instructional contact hours, provided all PWS requirements are met. Split training sessions (AM/PM groups) are permissible only if they maintain compliance with all PWS specifications and the required 4:1 instructor-to-student ratio.
Vendors must be approved and listed on the U.S. Marine Corps TCCC Program Approved Vendor List at the time of quote submission; pending or renewal status at submission is not acceptable. All instructor travel, lodging, and related costs must be included in the firm-fixed price for CLIN 0001, with no reimbursable travel CLINs available. The U.S. Marine Corps Training and Education Command (TECOM) maintains the approved vendor list, and vendors should direct approval or renewal inquiries to tecom.healthservices@usmc.mil. The original submission deadline of July 15, 2026 at 12:00 PM PDT was extended to July 24, 2026 at 4:30 PM via RFQ Amendment M0068126Q0063 0001. This is a new procurement, not a recompete. The Government will not release the current approved vendor list publicly; requests must be submitted through FOIA to MCIW_MCBCPEN_FOIA@usmc.mil.
