About this file

This is a solicitation cover letter from the Federal Bureau of Prisons (FCC Pollock) for Kosher/Common Fare food requirements for the 2nd quarter of fiscal year 2025. The letter outlines submission requirements for a Request for Quote (RFQ) for food items to be delivered between January 1-30, 2025 to the Federal Correctional Complex in Pollock, Louisiana.

The solicitation includes key requirements for offerors: registration in the SAM database with a valid UEI number, completion of annual representations and certifications via ORCA, and submission of quotes by December 11, 2024 at 12:00 PM CST via email. The contract will be awarded as a firm-fixed price contract, with the possibility of single or multiple awards. Offerors must quote exactly as specified without changing items or descriptions, provide correct pricing to match government units of measurement, and avoid using restrictive phrases like "minimum award amount" or "all or none." The solicitation is restricted to small businesses under NAICS code 311999, with award decisions based on past performance and price, with price weighted more heavily.

Dear Offeror:

Enclosed is a solicitation package prepared by the Federal Bureau of Prisons, Federal Correctional Complex, Pollock, Louisiana, Contracting Office, for the acquisition of Kosher/Common Fare requirements for 2nd quarter of fiscal year 2025. This package contains all the necessary information for submitting a request for quote for evaluation.

In submitting the request for quote, offerors should consider all information provided herein.

Please carefully follow all instructions located in the solicitation package concerning the content, format and submission of your quote.

All potential offerors are advised that this solicitation includes the clause FAR 52.212-4 (Oct 2003) for Commercial Items. This clause requires all contractors doing business with the Federal Government after September 30, 2003, be registered in the SAM database. Offers should include their UEI number with their offers. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee’s UEI number into the SAM database. As of January 1, 2005, all potential offerors are required to complete the annual representations and certifications electronically via the On-line Representations and Certifications Application (ORCA), which should be completed at http://orca.bpn.gov. This information is included in this solicitation in the provision FAR 52.212-1 (Jan 2005) Instructions to Offerors - Commercial Items. Once you have completed the ORCA requirement, you are no longer required to submit 52.212-3 Offeror Representations and Certifications with your quote.

Failure to complete either of these registration procedures outlined in this solicitation, may result in elimination from consideration for award.

• Please quote only on those items specified.

• Do not change the item specified.
