About this file

This is a Request for Quote (RFQ) issued by the U.S. Army Corps of Engineers (USACE) Mission Support Battalion for the procurement of Skydio X10 Unmanned Aircraft Systems, software licenses, and ancillary power accessories. The procurement is structured as a Firm-Fixed Price (FFP) delivery order issued under FAR Part 12 commercial items authority and is designated as a 100% small business set-aside. Quotes are due by September 22, 2026 at 10:00 AM ET, with questions due by September 21, 2026 at 10:00 AM ET. All quotes must be submitted exclusively through the Army CHESS IT portal; submissions via email or other methods will be rejected as non-compliant. Offerors must provide a statement that their quote remains valid for a minimum of 30 calendar days from the closing date.

The quote submission requires two separate volumes: Volume I (Technical Capability, maximum 14 pages) must include a detailed narrative demonstrating capability to meet Statement of Work requirements, explicitly confirming the offeror will provide the exact brand-name items specified (Skydio X10 UAS, Skydio 3D Scan for X10 licenses, and Skydio 150W batteries), a signed SF 1449 form, verification of authorized reseller status, and signed copies of any amendments. The Government has determined that only the Skydio X10 platform meets minimum requirements and will not accept "or-equal" alternatives, which will be deemed technically non-compliant. Volume II (Price) requires completion of a provided Excel pricing schedule with pricing for all Contract Line Item Numbers and total proposed price, with formulas remaining unlocked. Award will be made to the responsible offeror offering the lowest evaluated price using the Lowest Price Technically Acceptable (LPTA) source selection process, with price evaluated for reasonableness. Both a complete technical quote and complete price quote are required for consideration.
