This is a Combined Synopsis/Solicitation issued as a Request for Quotation (RFQ) by the United States Air Force Academy (USAFA) for the procurement of an inverted fluorescence microscope system. Notice ID FA700026Q0062 is unrestricted (full and open competition) with a NAICS code of 333310 (Commercial and Service Industry Machinery Manufacturing), a size standard of 1,000 employees, and PSC code 6650. The response deadline is 20 August 2026 at 10:00 AM MDT, with a question submission deadline of 17 August 2026 at 10:00 AM MDT. All quotes must remain valid until 30 September 2026. The Government reserves the right to cancel this solicitation at any time, and no funds are presently available; therefore, no award will be made until funds become available.

The requirement encompasses three Contract Line Items (CLINs): one inverted fluorescence microscope system (CLIN 0001), shipping/delivery (CLIN 0002), and on-site installation and training (CLIN 0003). The microscope must be a modular, research-grade inverted system with motorized high-precision Z-focus, motorized objective nosepiece/turret (minimum 6-position), and external touch-screen control interface. Required illumination and contrast capabilities include motorized transmitted light arm with LED source, fully motorized Differential Interference Contrast (DIC) capabilities, and high-intensity incident light fluorescence with broad-spectrum LED light source. The system must include infinity-corrected optics with large field-of-view eyepieces (22mm FOV or greater), high-performance fluorescence-grade objective lenses at magnifications of 10x, 20x, 40x, and 60x/63x, motorized fluorescence filter turret (minimum 6 positions) compatible with DAPI, GFP/FITC, and Texas Red (TXR) stains, high-precision motorized X-Y scanning stage, and dedicated anti-vibration table. Digital imaging requirements include motorized camera side port with 1x C-mount adapter, high-resolution scientific monochrome camera (sCMOS), and dedicated image analysis software featuring advanced computational clearing algorithm for real-time or post-processing image enhancement. Support and logistics must include in-person on-site installation by qualified field service engineer, in-person training and post-installation support, and standard manufacturer warranty. Award will be made on a Best Value/Trade-Off basis to the responsible offeror whose conforming quote is most advantageous to the Government when considering price and non-price factors (technical capabilities). Offerors must submit a formal price quote on company letterhead with UEI number and CAGE code, technical specification sheets or product literature demonstrating compliance with minimum salient characteristics, and a completed Buy American Certificate (Attachment 02). Primary points of contact are Dawson Hopkinson (Contract Specialist, dawson.hopkinson@us.af.mil) and Ron Wilson (Contracting Officer, ronald.wilson.26@us.af.mil).

1. General Information This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC).

2. Requirement Description The United States Air Force Academy (USAFA) has a requirement for one (1) Inverted Fluorescence Microscope System, along with associated delivery, installation, and training services. The equipment must meet all minimum salient characteristics as described below.

Contract Line Items (CLINs)

CLIN Description Qty Unit

0001 Inverted Fluorescence Microscope System 1 Each

0002 Shipping/Delivery 1 Lot

0003 On-Site Installation and Training 1 Lot

Minimum Salient Characteristics
