About this file
Summary: Solicitation for Courier Services at Brian D. Allgood Army Community Hospital
This is a Request for Quote (RFQ) for non-personal courier services issued by the Defense Health Agency on behalf of Brian D. Allgood Army Community Hospital (BDAACH) in Pyeongtaek, South Korea. The contract requires daily pickup and delivery of clinical diagnostic specimens, pharmacy boxes, supplies, and laboratory/pharmacy-related paperwork across four geographic areas serving multiple U.S. military clinics and facilities throughout the Korean Peninsula. The base performance period runs from December 1, 2026, through November 30, 2027, with four optional one-year extension periods available. The solicitation uses a firm fixed-price pricing model with separate line items for each service area (Areas I-IV), return charges, and emergent/non-routine pickups. Pricing is per one-way trip, with base period quantities ranging from 10 to 260 trips per area. The contract is classified as NAICS 492210 (Local Messengers and Couriers) with a $30 million annual size standard, and this acquisition is not set-aside for small businesses.
The solicitation emphasizes strict compliance with temperature-control requirements, security protocols, and quality assurance standards aligned with College of American Pathologists guidelines. Contractors must maintain functioning air-conditioned vehicles, provide temperature-controlled coolers with data loggers, possess minimum two years of relevant courier experience, and obtain valid car insurance. Key qualifications include a Quality Assurance Plan, designated courier personnel with knowledge of MTF locations, and Project Manager availability. Evaluation uses a tiered preference system per U.S.-ROK Status of Forces Agreement, requiring offerors to clearly identify as Tier 1 (Korean Local Source) or Tier 2 (U.S./Off-Shore Source) on their proposal cover page. Acceptance and inspection occur at the Department of Pathology and Department of Pharmacy at BDAACH, with the Contracting Officer's Representative (COR) overseeing performance monitoring and quality assurance surveillance.
