Evaluation Factors for Award

ADDENDUM TO52.212-2, BASIS FOR AWARD

A. General

Award will be made on a Lowest Priced Technically Acceptable (LPTA) basis. To be eligible for award, an offeror must be determined Technically Acceptable overall.

By submitting a quote, the offeror agrees to comply with all solicitation requirements, including all terms and conditions and technical requirements.

The Government intends to make award without negotiations; however, the Contracting Officer reserves the right to conduct negotiations if determined necessary. Offerors are encouraged to submit their most favorable pricing in their initial quotes.

If all quotes are determined to be technically unacceptable, the Contracting Officer may request clarifications.

B. Non-Price Evaluation Factor

Technical Capability:

Evaluation will assess the offeror's ability as identified in the sections listed in the Volume I- Technical Capability, Technical Capability Response Section. Quotes that do not meet all requirements specified in Addendum TO 52.212-1, Instructions to Offerors-Commercial will not be considered for award.

Technical ratings will be assigned as follows:

Technically Acceptable: The offeror meets all requirements and submits all required documentation, and such documentation meets the standards set forth in the solicitation.

Technically Unacceptable: The offeror fails to meet one or more requirements, fails to submit required documentation, or submits documentation that does not meet the solicitation standards.

C. Price Evaluation Factor

Price will be evaluated for:

Completeness: The Government will evaluate if Volume II is complete and all required pricing has been submitted. If any of the pricing is incomplete, the Contracting Officer may exclude the contractor's proposal from further evaluation.

Reasonableness: The degree to which the proposed prices compare to the prices a reasonably prudent person would expect to incur for the same or similar services.

A contractor with pricing that is determined to be questionable for reasonableness may not be considered for award.

D. Award Determination

Technical evaluations will be conducted independently of price to determine the offeror's ability to meet the Government's requirements. The Government may make an award based on initial quotes without requesting additional information. Among all quotes determined to be Technically Acceptable, award will be made to the offeror submitting the lowest-priced quote.
