TITLE: Chemical Database Support and Structure Data Professional Services.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through July 16, 2018 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circular through 2021-03. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part Subpart 13.5.

The NAICS code for this acquisition is 518210- It and Telecom-Other It and Telecommunications. This announcement constitutes the formal Request for Quote (RFQ) and NO additional written solicitation will be issued.

It is the intent of the National Library of Medicine (NLM) to procure secure offsite storage facilities and collection access services for the temporary storage of personal papers and association records owned by the Archives and Modern Manuscripts program.

It is anticipated that ONE Labor Hour award will be made from this solicitation and that the award will be made on or about September 17, 2021. It is anticipated that the award from this solicitation will be for a 12-month period of performance with two additional option year periods. The period of performance begins on or about September 17, 2021.

Quoter shall furnish services, qualified personnel, material, equipment and/or facilities as needed to perform the work as stated on Statement of Work (SOW). The NLM reserves the right to make a single award, multiple awards, or no award at all as a result of this RFQ. In addition, the RFQ may be amended or cancelled as necessary to meet NLM’s requirement.

The NLM requires professional services for integration, analysis and development of chemical structure data and software with the ChemIDplus database system. The purpose of this contract is to generate 3D chemical structures and other chemical structure identifiers, including Simplified Molecular Input Line Entry Specification (SMILES) and International Chemical Identifier (InChI) and its corresponding InChI Key for incorporation into the database. Also, professional services are required to assist database web developers with complex code to integrate chemical structure software within the database maintenance system.

Questions with the Government’s responses will be posted to sam.gov. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective Quoters.

SUBMISSION INFORMATION

In order to receive an award, vendor must be registered and have a valid certification in the System for Award Management (SAM) https://www.sam.gov/.

Quotations must be submitted via email to Contracting Officer, Kathy Elliott, at Elliottk@mail.nih.gov in MS Excel and/or Adobe Portable Document Format (PDF), no later than 11:00 AM EST, on Friday, July 2, 2021. All responses must be received by the specified due date and time in order to be considered.

QUOTATIONS RECEIVED AFTER THIS DATE AND TIME WILL NOT BE CONSIDERED. No collect calls will be accepted. The quote submitted shall be prepared in two volumes and clearly identified as: Volume 1: Technical Quote and Volume 2: Business Quote.

Page Limit: 25 pages, excluding appendices.

Formatting: Page size 8.5 by 11 inches with 1-inch margins. Paragraphs single spaced. Minimum font size/style 10-point Times New Roman font for Text, 9-point font in the Arial family for Tables, and 8-point font in the Arial family for Graphics. Tables and graphics may be landscape; all other text must be portrait.

If the quoter uses a different format (font size, margin, etc.), the Government reserves the right to adjust the quote to fit the parameters of the format as stated in the RFQ, and if this results in the quote exceeding the page limitations in any one area, the Government will not consider those excess pages.

PERIOD OF PERFORMANCE: The period of performance shall be for a base year of twelve (12) months, plus two (2) 12-month option years as follows:

Base Year 9/17/2021 – 9/16/2022 Option Year 1 9/17/2022 – 9/16/2023 Option Year 2 9/17/2023 – 9/16/2024

EVALUATION FACTORS FOR AWARD

1. Selection of a quoter for award will be based on the evaluation of quotes against three factors. The factors in order of importance are: technical, past performance, and price. Although technical and past performance factors are of paramount consideration in the award of the purchase order, price is also important to the overall award decision. All evaluation factors other than price, when combined, are significantly more important than price. The Government intends to make an award to that quoter whose quote provides the best overall value to the Government.

The evaluation will be based on the demonstrated capabilities of the prospective contractors in relation to the needs of the project as set forth in the RFQ. The merits of each quote will be evaluated carefully.

Each quote must document the feasibility of successful implementation of the requirements of the RFQ.

Quoters must submit information sufficient enough to evaluate their quotes on the detailed factors listed in the attachment.

2. EVALUATION OF OPTIONS

It is anticipated that any order awarded under this Request for Quotation will contain option provision(s) and period(s). In accordance with FAR Clause 52.217-5, Evaluation of Options (July 1990), the Government will evaluate quoters for award purposes by adding the total price for all options to the total price for the basic requirement, except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests. Evaluation of options will not obligate the Government to exercise the option(s).

3. PRICE

Quoter(s) price quote will be evaluated for reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through cost and price analysis techniques as described in FAR 15.404.

Although price is of less importance than the technical factors, taken as a whole, it is an important factor and should not be ignored. The degree of its importance will increase with the degree of equality of the quotes in relation to the other factors on which selection is to be based.

The evaluation method used will allow the Government to make an award to a Quoter who may not be lowest in price, but who ostensibly offers the greatest value. The Government is more concerned with obtaining superior technical or management features than with making an award at the lowest overall price to the Government. However, the Government will not make an award at a significantly higher overall price to achieve slightly superior technical or management features.

QUOTERS: Quotes must be submitted on a completed 52.212-3 Quoter’s Representations and Certifications-Commercial Items-with DUNS Number Addendum, signed by an authorized representative of the quoter OR provide a copy of the valid certification registrations of the quoter’s Excluded Parties List System (EPLS) and Online Representations and Certifications Applications (ORCA) through https://www.sam.gov/.
