Chemical Database Support and Structure Data Professional Services Technical Evaluation Criteria Total Possible Score: 100

Criterion A: Technical Approach Possible Score: 45 points

This criterion will be evaluated based on the organization’s demonstrated ability to provide support for the development and maintenance of the ChemIDplus, Drug Information Portal and associated web applications with emphasis on chemical structure data and identifiers. The quote will also be evaluated on demonstrated ability to integrate data across various platforms and databases with emphasize of skills and tools to make data interoperable and sharable to support data science. The technical quote should demonstrate a logical and feasible approach to carrying out the tasks outlined in the statement of work with emphasis on integration and analysis of chemical structure data for ChemIDplus and associated web applications. Specifically, 2D structures are entered and updated, and 3D chemical structures and structure identifiers must be generated from these structures for the database. Also, importance will be placed on the ability to assist web developers with complex codes related to chemical structure data within the database. A sound technical approach should include a quality control/assurance plan for data submitted to NLM.

Criterion B: Organization, Personnel, Facilities, Resources Possible Score: 20 points

This criterion will be evaluated based on the organization’s description of the organization, personnel, facilities, and resources. Adequate personnel and resources should be outlined to demonstrate ability to carry out the requirements of the technical approach. A Master’s degree in chemistry or a closely related field of science is required, but a PhD is preferred. Organizations with personnel who possess degrees and experience in chemistry and computer science with emphasis on chemical structure software are preferred.

Criterion C: Chemical database support experience and past performance.

Possible Score: 35 points

This criterion will be evaluated based on demonstrated experience providing professional services in support of a chemical database that includes chemical structures and related identifiers such as the International Chemical Identifier (InChI) and InChI strings and keys. Past experience must include assisting with complex chemical structure codes and work with the following software and technologies:

Oracle, BIOVIA, Pipeline Pilot, Corina, SMILES, InCHI strings, molfiles, SDfiles, and other software applications related to the support and maintenance of a chemical structure database that includes 2D and 3D structures.

a. Quoters shall submit the following information as part of the Business quote. A list of the last contracts completed during the past five years and five of the most recent contracts awarded that are similar in nature to the solicitation scope of work. Contracts listed may include those entered into by the Federal Government, agencies of state and local governments and commercial concerns. Quoters may also submit past performance information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. Include the following information for each contract or subcontract listed:

1. Name of Contracting Organization

2. Contract Number (for subcontracts, provide the prime contract number and the subcontract number)

3. Contract Type

4. Total Contract Value

5. Description of Requirement

6. Contracting Quoter’s Name and Telephone Number

7. Program Manager's Name and Telephone Number

8. North American Industry Classification System (NAICS) Code. The quoter may provide information on problems encountered on the identified contracts and the quoter’s corrective actions.

b. The Government is not required to contact all references provided by the quoter. Also, references other than those identified by the quoter may be contacted by the Government to obtain additional information
