About this file

This is a Solicitation/Contract Form (Standard Form 1449) for the manufacturing and installation of aircraft sunshades at Ramp 7, Edwards Air Force Base, California, issued September 11, 2026, with an offer due date of September 21, 2026, at 2:00 PM.

The procurement is a 100% small business set-aside under NAICS code 332311 with a size standard of 750 employees. The solicitation is for three line items: (0001) four vinyl shelters including kits and associated materials (Product Service Code 5810); (0002) installation services (Product Service Code N038); and (0003) shipping (Product Service Code 5810). All items are priced on a firm fixed-price basis. The contract period of performance runs from September 30, 2026, through September 29, 2027. Offerors must submit comprehensive proposals organized into four volumes: Volume I (Price), Volume II (Technical Capability), Volume III (Past Performance), and Volume IV (Administrative/Representations and Certifications). Technical evaluation emphasizes structural design and resilience (110 mph wind resistance, Edwards AFB seismic/snow load compliance, 28 oz flame-retardant fabric per NFPA 701, hot-dip zinc-coated steel frames with corrosion protection); installation and safety planning (airfield FOD prevention, permitting workflow, LED lighting and GFCI electrical outlet integration per NEC); and warranty coverage for a minimum 10-year period. Past performance references must be from the preceding three years, limited to three references with no more than two from major subcontractors (defined as 20% or more of contract value or critical technical functions). The evaluation uses a best value tradeoff methodology with three equally weighted factors: Price (reasonableness, completeness, and unbalanced pricing analysis), Technical Capability (three equal subfactors), and Past Performance (recency, relevancy, and confidence assessment). Proposals must be submitted electronically via email with searchable PDF format (except pricing models in unlocked Excel), subject to a 25 MB file size limit per email, to Contracting Officer Susana Dryer and Contract Specialist Alejandro Ramirez. Technical or contractual questions must be submitted seven calendar days prior to the closing date.

Description/Specifications/Statement of Work Determination of Non-Applicability of the Nonmanufacturer Rule

Offerors are advised that this procurement has been designated under a services North American Industry Classification System (NAICS) code.

Based on the Government's analysis of the Statement of Work (SOW), the preponderance of the total acquisition cost (exceeding 51%) is driven by the physical assembly and specialized installation services of the sunshades.

Because the service and assembly elements outweigh the material supply costs, this procurement is classified as a service contract. Therefore, pursuant to13 CFR (S)

121.406(b)(3), the Nonmanufacturer Rule is not applicable. The successful small business awardee will be considered the manufacturer of the end-state assembled item for the purposes of this effort, or must otherwise meet the service performance requirements of FAR 52.219-14 (Limitations on Subcontracting)

Any disputes regarding the imposition and collection of the 26 U.S.C. 5000C tax are adjudicated by the IRS as the 26 U.S.C. 5000C tax is a tax matter, not a contract issue. (f) If the Offeror selects "is" in paragraph (d)(1) and "partial or no exemption" in paragraph (d)(2) of this provision, the Offeror will be subject to withholding in accordance with the clause at FAR 52.229-12, Tax on Certain Foreign Procurements, in any resulting contract.

(g) A taxpayer may, for a fee, seek advice from the IRS as to the proper tax treatment of a transaction. This is called a private letter ruling. Also, the IRS may publish a revenue ruling, which is an official interpretation by the IRS of the Internal Revenue Code, related statutes, tax treaties, and regulations. A revenue ruling is the conclusion of the IRS on how the law is applied to a specific set of facts. For questions relating to the interpretation of the IRS regulations go to https://www.irs.gov/help/tax-law-questions.
